The State of New Hampshire, Department of Environmental Services, Waste Management Division, Oil Remediation & Compliance Bureau has a full time vacancy for a Civil Engineer VI - Oil Compliance Section Supervisor.


Summary:
Manages the Oil Compliance Section of the Oil Remediation & Compliance Bureau. Responsible for managing and directing technical staff for the design review, construction inspection and operation compliance of aboveground and underground storage tank facilities.


Responsibilities:

Develops and administers Waste Management Division rules, policies, and procedures to ensure proper storage and handling of petroleum products and hazardous materials at aboveground and underground storage tank facilities.

Provides engineering technical expertise to the Oil Compliance Section staff and reviews, monitors and evaluates subordinates’ activities to ensure compliance with technical requirements for storage tank design, installation, operations and decommissioning.

Develop and manages contracts with storage tank contractors for the decommissioning and removal of non-compliant storage and develops and implements a program for recovering costs from any person strictly liable to the state under RSA 146-A for costs incurred by the Oil Pollution Control Fund associated with the decommissioning and removing of non-compliant storage tanks.

Develops effective strategies for addressing non-compliant facilities and reviews and approves enforcement documents prepared by staff.

Directs negotiations with industry officials, lawyers, and technical consultants to attain compliance with state and federal requirements, including negotiating settlements for administrative fines and administrator orders.

Provides technical services to the Attorney General’s Office to support litigation efforts in the implementation of storage tank facility statutes and rules.

Serves as Department and state representative on intra-state, and inter-state committees on storage tank facility design and operational compliance.

Develops budgets, makes necessary budget adjustments, and prepares grant applications to ensure adequate financing of storage tank facility compliance activities.

Develops staff through timely performance management, promotion of individual development, coaching and counseling, continuous improvement, safety, and other human resource issues.

Implements continuous improvement practices within the Oil Remediation & Compliance Bureau.


MINIMUM QUALIFICATIONS :

Education: Possession of a Master’s degree from a recognized college or university with a major concentration in civil engineering, mechanical engineering, environmental engineering, sanitary engineering or chemical engineering; or, possession of a Bachelor’s degree from a recognized college or university with a major in civil engineering, mechanical engineering, environmental engineering, sanitary engineering or chemical engineering and possession of a Master of Business Administration degree from a recognized college or university.

Experience: Three years of experience in the practice of civil engineering, mechanical engineering, environmental engineering, sanitary engineering, or chemical engineering, post Professional Engineer registration; or seven years post baccalaureate experience in the practice of civil engineering, mechanical engineering, environmental engineering, sanitary engineering, or chemical engineering.

OR

Education: Possession of a Bachelor's degree from a recognized college or university with a major concentration in civil engineering, mechanical engineering, environmental engineering, sanitary engineering, or chemical engineering.

Experience: Five years of experience in the practice of civil engineering, mechanical engineering, environmental engineering, sanitary engineering, or chemical engineering, post Professional Engineer registration; or nine years post baccalaureate experience in the practice of civil engineering, mechanical engineering, environmental engineering, sanitary engineering, or chemical engineering.

OR

Education: Possession of an Associate's degree from a recognized college or university, with a major study engineering technology, mechanical engineering, environmental engineering, sanitary engineering, or chemical engineering.

Experience: Seven years of experience in the practice of civil engineering, mechanical engineering, environmental engineering, sanitary engineering, or chemical engineering, post Professional Engineer registration; or nine years of experience in the practice of civil engineering, mechanical engineering, environmental engineering, sanitary engineering or chemical engineering at a level equivalent to Civil Engineer I (or higher), plus two additional years of experience in a position comparable to an Engineering Technician.

License/Certification: Must be a Licensed Professional Engineer in the State of New Hampshire or a Licensed Professional Engineer in another state and obtain licensure in NH within one year of employment. Must posses a valid driver’s license.
