About The Position
The Regulatory Affairs Analyst serves as an interface to the Ameren Illinois, Ameren Missouri, Ameren Transmission and Business and Corporate Services business lines on all Federal Energy Regulatory matters of interest to the company.
Key responsibilities include:
  • Monitors select government agencies and the federal register to identify and report on emerging issues, proposed new regulations, and opportunities of interest to Ameren.
  • With guidance and instruction, conducts research into tariff, cost of service, ratemaking, accounting, and other issues of FERC - jurisdictional electric utilities and natural gas pipelines.
  • Working with subject matter experts, analyzes proposed policies, coordinates with subject matter experts to develop substantive policy and regulatory positions, and develops recommendations for consideration, as appropriate.
  • Drafts for review and delivers internal communications through various media (e.g., weekly reports, meetings), and ensures the timely submission of any necessary regulatory filings.
  • Initiates ideas to improve upon existing processes to maintain readily available information on federal regulatory filings, including compliance issues and due dates.
  • Works directly with Ameren's compliance team to ensure compliance with Federal Energy Regulatory Commission regulations and orders.
  • Updates the federal regulatory budget.
  • Finds opportunities to develop relationships with federal regulatory agency staff and energy industry representatives.
  • Monitors and participates, as appropriate, government, trade association and other external meetings.
  • Works closely with corporate counsel to ensure timely submission of Ameren filings with the Federal Energy Regulatory Commission, Department of Energy, and other agencies as necessary.
Qualifications
Bachelor's Degree from an accredited college or university required. Five or more years' relevant energy experience required, and direct Federal Energy Regulatory Commission experience preferred. An advanced degree or Doctorate will be considered with three or more years of experience.
In addition to the above qualifications, the successful candidate will demonstrate:
Proficiency with software applications (e.g., MS Office Suite) and with governmental filing and retrieval systems (e.g., FERC e-filing, e-Tariff, e-Library); excellent written and verbal communication skills; the ability to be a self-starter with attention to detail and possess solid problem-solving, decision-making, and human relation skills; demonstrated ability to consistently exercise good judgement. Ability to demonstrate the following Ameren competencies: Think Customer, Inspire and Engage, Foster Innovation, Drive Results, Champion Learning, Build Trust, and Be Strategic.
