TITLE: CAPITAL PROJECTS MANAGER
DEPARTMENT: CITY MANAGERS OFFICE
REPORTS TO: ASSISTANT CITY MANAGER

JOB SUMMARY

Performs professional work managing the programs of the Capital Improvement Program for the City, which includes producing reports on all projects with pertinent schedule, budget and scope information for each project which is shared and reviewed with other departments and made available to the public. Responsible for seeking out public input on related projects, and for acquiring professional services for design, construction and/or consulting. Responsible for on-going coordination with consultants of the progress of development, design and construction phases, which includes reviewing design drawings and specifications and field inspections during construction. Responsible for presenting projects to the City Commission for approval at each given phase, which includes making recommendations for award for design and constructions.
Responsible for coordination and supervision of overall bidding of projects with assistance from the City’s
Purchasing Agent.

ESSENTIAL JOB FUNCTION

Manages the programs of the Capital Projects Management for the City of New Smyrna Beach and Community
Redevelopment Agency.

Manages the development of multiple and diverse capital projects including streets, buildings, parks and drainage.

Manages the public involvement; oversees consultants; meets, schedules and budgets objectives for assigned projects.

Oversees City capital improvement projects; provides estimates and forecasts of costs for long-range improvement projects; provides assistance in the development of long-range plans for City facilities, researches and prepares projections related to expenditures, revenues and needs.

Develops or assists with the development of the City’s 5-Year Capital Improvement Program and
Comprehensive Plan capital programs.

Coordinates capital projects management division programs with other internal department programs, including planning, development review, code enforcement, and building services.

Coordinates with other departments and governmental agencies involved in the capital projects management process.

Coordinates and directs capital projects management consultants.

Prepares for and attends City Commission Meetings and presents projects for approval at each given phase.
Schedules and attends Pre-Bid Meeting, Pre-Construction and Progress meetings.

Responsible for reviewing and approving invoices for services.

Reviews and coordinates responses to Contractor RFI’s, change order items, and revisions to the project schedule.

Inspects City projects under the Capital Improvements program and make sure it conforms to approved plans and specifications as well as local, state and federal permits.

Supervises the development of contract documents for capital construction projects.

Coordinates and supervises the bidding of capital construction projects including but not limited to attending pre- bid conferences and bid openings; reviewing and reviewing bids; checking bidders’ references, and preparing recommendations to award bid.

Supervises, coordinates, designs, inspects, and monitors capital construction projects.

Supervises and prepares permit requests for capital construction projects to send to appropriate authoritative agencies.

Assists in the selection of consultants and contractors for capital design and construction projects.

Meets with the project professional consultants, contractors, applicants, and property owners.

Prepares Capital Improvement Program reports.

Routinely conducts field inspections during construction to record and evaluate progress.

Responds to inquiries for information regarding capital projects management matters and associated departmental and city policies, rules, regulations and procedures.

Analyzes and summarizes existing and future conditions, derives conclusions, and makes recommendations.

Conducts a variety of studies and research projects relating to capital projects management issues.

Prepares reports and supporting graphic display materials descriptive of research and recommendations.

Prepares and maintains various construction plans, as-built drawings, files, graphics, and records.

Gathers, selects, compiles and analyzes data pertaining to characteristics of the community.

Interprets Federal, state and/or local regulations and ordinances.

Provides public information regarding capital projects, policies, regulations, and needs.

Coordinates and hosts public meetings with homeowners’ groups and individual citizens to address capital projects management related concerns and determine the community’s future needs.
