Serves as an Accounting Clerk III; as such, incumbent is primarily responsible for tax billing and collection.

ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)

  • Generate approximately 10,000 Tax Invoices annually using the City's billing software, including validation of tax base
  • Perform initial liaison services with Havre de Grace citizens regarding tax invoice discrepancies
  • Coordinate ad-hoc tax reports in response to requests from Planning and Zoning and elected officials
  • Develop payment schedules for citizens with tax accounts in arrears based upon specific written criteria provided by the Department Director
  • Coordinate the City’s tax sale process with Harford County
  • Ensure tax receipts are posted to the correct account
  • Reconcile monthly tax billing and collection data with amounts recorded in the City’s general ledger
  • Assist with water and sewer & collection, accounts payable, and payroll processing, cashier, and receptionist as needed
  • Provide Exceptional Customer Service
  • Performs other duties assigned

MINIMUM QUALIFICATIONS:

Knowledge, Skills and abilities:

  • Must have the ability to interact in a positive way with the public
  • Ability to work with mathematical concepts such as probability and statistical inference
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
  • Working knowledge of methods used to keep fiscal accounts and records
  • Knowledge of business and government accounting principles
  • Ability to operate a personal computer in a Windows operating environment, including functionality in Microsoft Word and Excel
  • Ability to work as a member of a team
  • While performing the duties of this job, the employee is regularly required to sit, use hands to type, handle, tools, or controls; and communicate orally and in writing. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stand and walk
  • The employee must occasionally lift and/or move up to ten (10) pounds

Education and Experience:

  • Associates Degree (A.A) in business related field. Two (2) years' experience in pertinent accounting or finance may be substituted for each year of education.
  • Experience in customer service and tax billing
