The Talent Acquisitionist is responsible for sourcing, screening and recommending candidates for COB positions. This person must understand, model and represent the City employment value proposition. He or she will identify opportunities to build applicant pools, establish trust and partnerships with the Hiring Managers through the Right Fit Process creating a hiring process smooth to ensure we recruit and retain the Right Fit Employees with a positive new hire experience. The Talent Acquisitionist will design modify, and implement competitive variable pay to maximize employee recruitment, retention, and performance, and the organizations profitability.

ESSENTIAL FUNCTIONS & JOB SPECIFICATIONS:
Consult with leaders, hiring managers and Human Resources Business Partners team on job descriptions, requisition creation, compensation and sourcing strategies.
Research and recommend new sources for active and passive candidate recruiting.
Continuously develop networks/partnerships to actively build database/pipeline of candidates and the City of Brownsville brand.
Recruit and perform talent acquisition activities such as resume & phone screens, candidate interviews, recommend final selection of applicants and close qualified candidates.
Place and update all job postings in various Medias including internet/intranet sites, Colleges, social networks, community boards and staffing partners.
Represent the company at recruiting events (i.e., college job fairs/virtual events), providing City/job information and interviewing applicants.
Give presentations at colleges, attend student group meetings, and increase college awareness of the organization before and after career fairs.
Communicate with Directors and Hiring Managers and employees regularly to promote City of Brownsville internal opportunities.
Create offer letters, maintain applicant tracking system, recruiting reports and other staffing administration functions as needed.
In collaboration with Talent Development Business Partners, conduct new employee onboarding, ensuring process is engaging and that processes are followed and accurate.
Respond timely to internal and external applicant situations, and applicant requests as required.
Conduct regular follow-up with Directors and Hiring Managers to determine the effectiveness of recruiting efforts.
Self-starter with excellent time management, multi-tasking and organizational skills.
Strong work ethic and sense of integrity, trustworthiness and ability to maintain a high level of confidentiality.
Strong citizen value, negotiation skills and ability to interact with employees at all levels throughout the organization.
Collects and analyzes data on the organizations current compensation and incentive plans; compares this data to comparable plans and programs offered by competitors, similar companies in the industry, and similar companies in the geographic area.
Interviews managers, supervisors, and other leadership staff to gather objective data; gathers their suggestions and recommendations for changes and updates on the effectiveness of current compensation practices.
Communicates approved program changes to management and participants, answering questions and providing additional training or support about the changes.
Performs other related duties as assigned

MINIMUM REQUIREMENTS:
Bachelor"s degree in human resources or related field, or equivalent experience
SHRM Certified Professional (SHRM-CP) preferred
Strong understanding of staffing principles, laws, and procedures
Extensive knowledge of compensation and incentive program
Valid Texas Driver's License

MINIMUM EXPERIENCE:
A minimum of 5 (five) years of progressively experience with:
Demonstrate various recruiting techniques, and experience in online/social media recruiting.
Excellent oral/written communication, marketing, presentation, interviewing and interpersonal skills.
Proficient with Microsoft Office (Word, Excel, Outlook, Teams), Internet, and Applicant Tracking Systems

OTHER REQUIREMENTS:
The City of Brownsville requires all employees to successfully pass a Drug & Alcohol examination and a Background Check.

PHYSICAL REQUIREMENT:
Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation electronic office machines or tools within moderate tolerances or limits of accuracy.
