Summary:

Temple University’s College of Education and Human Development seeks a full-time Employment Specialist to provide ongoing employment preparation, support, and job placement opportunity to youth aged 17-24 in the workforce program. The Employment Specialist will work with all the partners involved in this project to ensure program outcomes are achieved. This is a grant-funded project and involves multiple stakeholders including the School District of Philadelphia, Temple University Health System, Temple College of Education, and other industry training. This work supports a larger workforce development strategy for the city of Philadelphia. The project aims to provide Opportunity Youth (17 – 24 years old) and other youth transitioning out of high school career and technical education health sciences programs with industry training and certification that leads to viable long-term employment in the health field.

The Employment Specialist will develop partnerships with local employers, regularly attend partner meetings, and leverage university and community resources to address the employment needs of the youth enrolled in the program and support their employment and retention goals. This incumbent will plan and implement job fairs and career panels, develop Paid Work Internship opportunities, career development workshops, and exposure opportunities like job shadowing and field trips, and develop on-the-job training opportunities. The Employment Specialist will meet with youth one-on-one to assess their employment needs, provide career planning and coaching, and track youth progress upon program completion. Workforce Employment Specialist will also use various methods and tactics to communicate with participants’ including home visits, worksite visits, and the use of social media if applicable to obtain signatures and documentation, collect pay stubs, and stay engaged for retention efforts. Performs other duties as assigned. The Employment Specialist will maintain accurate and timely data entry/case notes using approved program data entry systems of all client interactions related to employment /career readiness. Performs other duties as assigned.

Develops and maintains relationships with local employers to assist students in gaining employment in the healthcare industry with livable wages. Attends meetings offsite to create employment opportunities for youth. Establishes partnerships with other organizations that can support our efforts around job development and placement opportunities. Plans and implements job fairs and career panels. Leverages Temple University’s employer partnerships, boards, and foundations for employer engagement. Develops career exposure opportunities for participants including job shadowing and field trips. Develops on-the-job training opportunities and supports employers and youth in the program.

Facilitates workshops focused on career readiness and exploration – engages program youth in goal planning and case management related to obtaining goals and identifying barriers. Meets with youth one-on-one to assess their employment needs and provide career planning, coaching, and job placement leads. Matches qualified youth with job openings in healthcare career pathways. Sets up a referral system with employers and tracks outcomes of referrals. Plans and coordinates employer forums to connect youth with industry leaders and internship opportunities. Analyzes results of referrals, identifies areas for improvement, and works with program staff to improve outcomes. Provides ongoing case management support to program youth and follow-up retention services upon placement. Supports program youth as they navigate barriers and challenges that impact their program engagement and success. Develops relationships, systems, and strategies that support ongoing communication with participants throughout the program. Works with youth to develop resumes, fill out applications and practice skills needed when interviewing. Follows up with youth and employers to assist with problem-solving and reduce barriers to employment and retention. Develops a system that collects all hire documentation and tracks youth progress on the job upon placement and supports the project around tracking outcomes related to job placement and retention. Meets all contractual outcomes for job placement and retention.

Collaborates with instructors and presenters to ensure that the instructional content is contextualized to the workplace. Work with the team to ensure enrollment paperwork is filled out, outcomes are tracked, and all required documentation is collected and submitted in a timely manner. Tracks youth progress and coordinate with the team around individual needs. Supports math and literacy tutoring and assists with recruiting and training student tutors. Supports the maintenance of files and data entry. Works with team to meet all program goals. Perform additional duties as assigned.

Required Education & Experience:

Bachelor’s degree with 2 years of experience in workforce development and a strong track record of job placement. An equivalent combination of education and experience may be considered.

Required Skills & Abilities:

  • Strong knowledge of education and workforce development issues, particularly for urban youth.
  • Strong track record in youth job placement and employer partnership development
  • Ability to work within a college environment and with multiple institutions in a diverse cross-section of the community.
  • Strong interpersonal skills and ability to engage employers and diverse constituents and work as a team.
  • Experience working with disengaged youth 17-24years in an urban setting
  • Strong organizational skills and ability to work independently and manage complex projects and timelines.
  • Strong ability to communicate effectively verbally and in writing.
  • Competent in using Microsoft Office suite including Excel.
  • Must be flexible and able to work evenings and weekends as needed
  • Ability to travel locally.

Preferred:

  • Master’s degree
  • Experience with the healthcare sector and Philadelphia’s Work Force System
  • Local employer connections

This position requires a background check.

This position requires Child Abuse Certifications before the commencement of service.

This is a grant-funded position.

This position is temporarily assigned a hybrid work arrangement (on-campus and remote), the duration of this hybrid work arrangement is at the discretion of Temple University and the Department.
