Technical engineering work in the analysis of transportation and traffic studies.

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

**Additional compensation based on licensure.

Essential Functions

Oversees transportation and other related projects in Seminole County. Assumes lead role in transportation planning, traffic operation analysis and transportation engineering design.

Manage and maintain the County’s demand forecasting model and management of all traffic modeling software.

Provides assistance in the analysis of transportation and traffic study submittals and simulation analysis, including capacity analysis, accident studies, signal warrants, roundabout studies, arterial/corridor analysis and preparation of in-house traffic studies.

Participates in selection of consultants, and manages financial oversight of invoices, budget matters, and approvals. Tracks scheduled progress of design and construction activities, reports all aspects of project progress and issues to the Public Works Director/County Engineer or their designee, and prepares solutions to issues for design and construction projects.

Attends public meetings during and after work hours as the County representative.

Assists in the preparation of BCC agenda items and provides technical support for presentations at BCC meetings.

Coordinates with other County departments and with State and other local agencies to provide engineering services or complete engineering projects as assigned.

Responsible for maintaining and applying periodic updates to the County Transportation Master Plan.

Analyze and solve transportation planning or engineering problems dealing with all travel demand forecasting models.

Handles entire scope of modeling work, including preparation and analysis of model runs.

Prepares independent traffic impact analysis and safety studies for County infrastructure, including data collection and operational analysis for corridors and intersections using standard techniques and packages.

Develops and analyzes creative mitigation measures.

Handles urban metropolitan transportation planning including corridor studies and regional network studies.

Review and provide general technical support and assist in development of traffic design plans to produce an effective, safe, and efficient transportation system assuring plans are in compliance with current State and County policies, procedures and standards.

Coordinates with consultants, engineers and technicians within and outside the organization.

Performs other related duties based on the requirements of the organization.

Complete and thorough knowledge of the principles and practice of traffic engineering.

Prior CAAD (MicroStation or AutoCAD) experience on transportation projects highly desired.

Additional Duties:
Performs other duties as assigned or as may be necessary.

In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Extensive knowledge of the principles and practice of engineering.

Ability to communicate effectively both orally and in writing with subordinates, supervisors, and the general public.

Minimum Qualifications

Minimum of a bachelor’s degree in Traffic or Transportation Engineering or related discipline. Master’s Degree preferred.

5 - 7 years of hands-on traffic engineering experience in transportation modeling and planning preferred.

State of Florida Professional Engineer license or the ability to obtain licensure within six (6) months of the date of hiring and maintain registration throughout term of employment is required.


Additional Requirements

Must possess and maintain a valid Florida driver’s license.

Experience in preparation of traffic impact studies for small and large developments, including transit modeling, operational traffic analysis, micro-simulation and GIS.

Travel demand forecasting for future transportation planning and engineering experience required. Proficient in utilizing Synchro, HCS, and other related application and software.

Familiarity with preparing and reviewing benefit cost studies and before and after studies for operational improvements.

Basic understanding of geometric design, signage and pavement markings and the preparation of associated cost estimates.
