Marketing Statement:

The Supervisor, Railcar Maintenance & Inspection is a critical role in the Washington Metropolitan Area Transit Authority’s Office of Railcar Maintenance (CMNT). This individual works in a CMNT Service & Inspection facility. The CMNT group is ultimately responsible for maintaining the Authority’s over 1,200 passenger railcars and track maintenance equipment. The Inspection Supervisor will play a supporting role in upholding a comprehensive and reliability-centered maintenance program for rail cars. The CMNT Inspection Office controls rail car inspections, repairs, and cleaning. It is a 24/7/365 environment which requires individuals who are team focused and can manage a dynamic environment. The incumbent will manage a team of represented staff to complete tasks in their assigned area efficiently while collaborating with various groups within the RAIL department for daily service. In fulfillment of these responsibilities, railcar maintenance experience in a rapid transit is highly encouraged.

Minimum Qualifications

Education

  • High School diploma, or possession of a general equivalency diploma (GED)

Experience

  • A minimum of three years of progressive experience in railcar maintenance or similar environment

Certification/Licensure

  • N/A

Preferred

  • Supervisory or lead experience
  • Vocational courses in mechanical, electrical, hydraulic systems, HVAC or related fields

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or servere weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Supervisor, Railcar Maintenance and Inspection, supervises and coordinates railcar maintenance workers in the performance of inspection, servicing, repair, overhaul and car appearance activities. The incumbent evaluates the condition of equipment and takes the appropriate steps to return equipment to operating condition in accordance with established procedures and guidelines.

Essential Functions

  • Based on area of assignment, on a shift basis, may be responsible for supervising any one or various combinations of the following areas:
    • Car Inspection & Repair: Inspection, servicing, and repair of railcars, equipment and components. Running- and road- repairs at terminals, yards, and other locations.
    • Component Overhaul: Overhaul, repair, testing, and installation of railcar systems, sub-systems, and components.
    • Structural (Body): Refurbish the interior and exterior of transit cars, performing structural repairs, including the application of protective and decorative finishes to car bodies.
    • Machine Shop: Fabrication, overhaul, rebuild, inspection, and repair of tools, equipment, or mechanical components of railcar.
    • Car Appearance: Interior cleaning, exterior washing, and end of line pick-up of railcars.
  • Assigns work to CMNT staff at various locations in the transit system. Instructs staff in work methods and techniques and monitors the progress and quality of work.
  • Estimates work volumes and the need for tools and equipment. Reviews Maintenance Planning System reports and evaluates the performance of activities.
  • Identifies causes of excessive equipment failures and recommends, initiates, and evaluates innovative ways to improve fleet maintenance and the maintenance team concept.
  • Discusses complaints and grievances with employees and their union representatives and attempts to resolve them in accordance with existing employee relations policies. Recommends disciplinary and other personnel actions, as required.
  • Responds in the event of serious equipment failures. Determines if road repairs are feasible, or if equipment must be removed from service. Notifies superiors of important occurrences and the need for assistance.
  • Requisitions parts, tools, and materials to support CMNT activities. Signs inspection reports and issues work orders.
  • Inspects shop, tools, equipment, and machinery to ensure proper and safe working conditions and supervises proper preventative maintenance on all equipment, submits repair orders to facilitate repairs when necessary.
  • Monitors the use of shop tools and equipment and ensures proper internal controls are adhered to.
  • Prepares and maintains appropriate maintenance daily reports and records.
  • Schedules and manages work productivity based on shop/assigned goals. Ensures quality work and employee productivity and uses labor resources as needed in a cost-efficient manner.
  • Performs job responsibilities in accordance to environmental policy, relevant policies and procedures as well as emergency management plans.
  • Observes and evaluates required competencies among employees in their respective functional area and making recommendations for training as needed.
