Job Summary


The Project Analyst provides project coordination and technical expertise for activities related to content development, data collection, validation and analysis, website maintenance, and website analytics for the CareerOneStop program. CareerOneStop is sponsored by the U.S. Department of Labor Employment and Training Administration. The Project Analyst supports and coordinates a range of activities, including program operations and planning, content development, data collection and manipulation, data analysis, website maintenance and website analytics. Primary responsibilities of this position include the development and maintenance of CareerOneStop databases and content. The Project Analyst also leads CareerOneStop’s ongoing data analytics program.

The scope is national – all 50 states plus territories-multi-faceted and of a large scale. The CareerOneStop Project Analyst works in a collaborative manner with other staff to cross-functionally support one another’s responsibilities. The position provides support for the CareerOneStop web and mobile resources as well as for the CareeOneStop suite of products, including America’s Service Locator, the CareerOneStop portal, mySkills myFuture, other audience-specific portals, and other project work related to CareerOneStop.

The Project Analyst is responsible for editing, validating, revising and updating data-intensive and text-based CareerOneStop website content and online applications. In addition, the Project Analyst is responsible for the collection, validation and maintenance of several databases unique to the CareerOneStop program. CareerOneStop data and website content and applications are developed in partnership with the Department of Labor Employment and Training Administration (DOLETA) and additional project partners and technical contractors.

The Project Analyst establishes and maintains ongoing relationships and communication with key agency managers and staff at the Minnesota Department of Employment and Economic Development (DEED), U.S. DOLETA, and other national and state project partners.

Job Duties:

  • Perform content and website development activities, including maintenance, and testing. Participate in meetings with state and federal agency managers and staff, technical contractors, executives and other stakeholders so that CareerOneStop projects meet the needs and requirements of project stakeholders.
  • Perform research, data collection, validation and analysis in support of CareerOneStop websites and mobile applications to meet the needs of project sponsors and stakeholders.
  • Perform user research and usability testing tasks and activities.
  • Lead CareerOneStop’s website and mobile analytics program, including developing and tracking CareerOneStop’s key performance indicators.
  • Pursue ongoing professional development to ensure the CareerOneStop program is able to anticipate and integrate new information, technologies, content, data and new enhancements to CareerOneStop online applications and resources.
  • Perform other duties as assigned to ensure goals and objectives of the department, project sponsors, partners, and other stakeholders are achieved on an ongoing basis.

Qualifications

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Two (2) years* of professional experience performing content development and/or website development, maintenance and testing.

  • Associate degree in Economics, Public Policy, Social Sciences or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor’s degree substitutes for one (1) year of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

Proficient computer skills and understanding of standard computer applications, such as Microsoft Office, including Word, Excel, Access, PowerPoint and standard web languages including HTML and JavaScript.

Oral and written communication skills.

Experience and skills/proficiency in research and data analysis.

Experience and expertise in website analytics, including Google Analytics 4.

Preferred Qualifications

Advanced degree in Economics, Public Policy, Social Sciences or other closely related field as determined by the agency.

Understanding of and experience with workforce development, education and training, career planning or related areas.

Experience with database management software and content management systems.

Google Analytics 4 certification.

Experience with video production and/or video editing tools and software.
