Great Lakes Inter-Tribal Council is a non-profit organization formed by the Native American Tribes of Wisconsin. The Great Lakes Inter-Tribal Epidemiology Center (GLITEC) is a program of GLITC and is an established public health authority. Since 1996, GLITEC has served the 34 federally recognized Tribes, four urban Indian communities, and three Indian Health Service (IHS) service units within the Bemidji IHS Area (Michigan, Minnesota, Wisconsin, and Chicago). GLITEC’s mission is: To support Tribal communities in their efforts to improve health by assisting with data needs through partnership development, community-based research, education, and technical assistance.


Public Health Specialist III


GLITEC is seeking a Public Health Specialist III. We are a growing program that is focused on public health practice and community-based work. These positions require an awareness and keen appreciation of Native traditions, customs, and socioeconomic needs. Qualified applicants must always demonstrate the ability to work effectively with contacts at Native organizations. This requires humility, respect, courtesy, open-mindedness, trustworthiness, discretion, resourcefulness, and good judgment in handling functions of a sensitive nature while continuing to pursue our mission.


The Public Health Specialist III will serve as a senior-level public health specialist responsible for providing technical assistance, expertise, and consultation on issues of public health; implementing health intervention strategies; assisting with health communication; and carrying out public health practice. Potential projects include identifying, defining, and working to prevent disability, morbidity, and mortality associated with disease, injury, and related health issues. The specific public health topics will depend on the objectives of the grant and the unique needs of each community we serve. Working independently or as an experienced team member under the direction of the Program Director or the Epidemiology Center Director, the Public Health Specialist III will provide expertise for specific programs and technical assistance to the Tribal Nations on important public health matters. May be responsible for managing grants and providing leadership, guidance, and coordination of work for Public Health Specialist I and II, as well as other program-specific staff. Day trips and overnight travel throughout Michigan, Minnesota, and Wisconsin is a part of the position and is important for building relationships with the communities we serve.


Principal Duties

The Public Health Specialist III is a senior-level public health specialist and is expected to perform all functions of a Public Health Specialist I and II with a leading role in the coordination and management of projects. May manage grants and oversee other staff.


Additional functions to be performed by a Public Health Specialist III include

  • Manage communication channels between all project partners, as well as any advisory groups and committees.
  • Serve as the primary contact on assigned project(s) for internal and external project leads.
  • Create health communication strategies and products.
  • Support the Program Director in ensuring compliance with funding requirements, if appropriate, such as time and effort reporting, grant deliverables, and contract deliverables.
  • Work closely with the Program Director on project(s) to implement scope and objectives, develop budgets, and track spending as appropriate.
  • Assist in the development of detailed work plans, which include clear milestones and assignment of project task responsibilities and schedules.
  • Contribute to the collection, analysis, and reporting of project data and reports findings and outcomes as requested.
  • Conduct meetings for project(s) and ensure project tracking and monitoring.
  • Conduct and provide direction with program or project evaluation.
  • Perform other duties as necessary to fulfill the responsibilities of this position.

Working Relationships and Scope

Reports directly to a Program Director or the Epidemiology Center Director; works independently with acquired experience. Planning, coordination, and execution of work are reviewed for cultural appropriateness, accepted methods, attention to detail, consistency, timeliness, and overall presentation and outcome. Regular contact with all GLITEC staff members is necessary, and communication is required as needed with external partners and employees throughout GLITC for the purpose of gathering and sharing relevant information.


Qualifications

An equivalent combination of relevant education and/or training may be substituted for experience.

Required qualifications of a Public Health Specialist III are a Master of Public Health, Master of Science in public health, Master of Social Work, or Master of Science or arts in a health-related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education. Supervisory: five years of full-time public health work experience or project development, implementation, and monitoring. Must be willing to work directly with Tribal communities and engage in public health practices.

Preferred qualifications include a doctoral-level degree in a public health- or health-related field. Certified in Public Health (CPH), Project Management Professional (PMP), Certified Health Education Specialists (CHES). Experience working with Tribal health departments, Tribal organizations, and/or not-for-profit agencies. Ability to work independently and as a program team member. Individual must possess excellent verbal and written communication skills; professional demeanor and appearance; problem-solving skills; ability to manage time effectively; and self-motivation skills. Individual must be able to work effectively under pressure, build positive work relationships with internal and external partners, interact professionally with a wide variety of people, speak in front of groups, address a wide range of intellectual and practical problems, create health communication products, and compose complex business correspondence (reports, health profiles). This position requires staff to maintain confidentiality of sensitive information and follow internal and external data protection policies. Must possess a valid driver’s license and/or reliable transportation with adequate insurance and the ability to travel.


Compensation

This is a full-time salaried position based on skills and experience, with a pay range of $50,000 – $55,000 annually with benefits including paid time off (PTO) in the form of annual and personal leave; paid holidays; insurance benefits including health, dental, life insurance, accidental death and dismemberment (AD&D) insurance, short-term disability (STD) insurance, and long-term disability (LTD) insurance; health savings account (HSA), flexible spending account (FSA), and 401(k) retirement plan. When traveling for work, eligible expenses are reimbursed based on GSA rates.

Work is performed in an office environment with minimal exposure to injury. Position requires bending and being able to lift 15-20 pounds. Regular work hours are normally Monday through Friday from 8 a.m. to 4:30 p.m. with a minimum of 40 hours per week. There will be some variation in working hours and demand due to special projects, deadlines, travel, and other responsibilities. The central office is in Lac du Flambeau, Wisconsin, with satellite offices in Ann Arbor, Michigan; Minneapolis, Minnesota; and Madison, Wisconsin. These are full-time, in-office positions, and the expectation is for employees to be available for in-office work. These are not remote positions. This position requires travel to attend industry, community, and program-related activities. Drug and background screening is required before hiring.
