GENERAL DESCRIPTION: The Property Manager is responsible for the day-to-day oversight and short and long-term planning required for ongoing maintenance of all Noank Community Support Services’ (NCSS) buildings, grounds, equipment, and vehicles. The Property Manager will ensure that all NCSS buildings and properties meet DCF licensing regulations and compliance with all other State and Agency standards and are maintained in good condition with ongoing and preventative maintenance.
MAJOR RESPONSIBILITIES:
- Manages the day-to-day maintenance required by each residential program property. In collaboration with the Program Directors, develops and maintains a maintenance schedule for each agency property.
- Manages the maintenance schedule for each of the agency’s vehicles. Assure that the vehicles receive proper, timely maintenance according to the manufacturers schedule and the apparent needs of the vehicle.
- Manages the general repair and renovation of the agency’s property and buildings. Develops vendor relationships to assure timely response to needed contracted repairs. Solicits bids from contractors when appropriate. Oversees compliance by contractors regarding their fulfillment of the work stipulations set forth in written contracts.
- Manages the services provided to the agency by vendors responsible for trash removal, landscaping, snow removal, sprinkler inspection, fire alarm servicing, and extermination.
- Troubleshoots minor maintenance problems involving electrical, structural, plumbing, and equipment repair or replacement.
- Manages a preventative maintenance schedule and assures tasks to be completed with a timeline that addresses all licensing and code inspection findings are addressed in a timely manner.
- Maintains site log books, prioritizes work and purchase orders, and updates computer logs of all inspections, repairs accomplished and contracts.
- Supervises the Maintenance Officer and assigns duties according to the immediate and long-term needs for repair and maintenance of the properties.
- Attends all inspections, in collaboration with QA/PI prepares follow-up reports, and assures that identified concerns are addressed in a timely manner.
- Is co-lead of the NCSS Safety Committee.
- Purchases supplies, equipment, and materials necessary to complete projects, as approved by the Program Director, Director of HR/Finance, or the Executive Director.
- Performs all duties while following safety policies and procedures and with knowledge of occupational hazards and safety precautions.
- Performs other duties and assumes other responsibilities at the request of the Program Directors, Director of HR/Finance, or the Executive Director.
QUALIFICATIONS: Experience and knowledge in: trades related to building maintenance and repair, such as electrical, plumbing, and carpentry; building and vehicle maintenance procedures and techniques; machinery, equipment, and tools necessary for the maintenance and repair of buildings; blueprint reading and assembly instructions; and hand and power tools. Experience in creating and having oversight of preventative maintenance schedules and in supervising contractors and maintenance workers. Experience using computer software for creating of spreadsheets, reports, tracking of property and vehicle maintenance schedules.
REPORTS TO: The Property Manager is supervised and accountable to the Executive Director.
