MMSD is seeking qualified candidates for the position of Senior Project Planner in the Integrated Watershed Management Division. Reporting to the Manager of Sustainability, you provide project management for capital studies, research, intergovernmental coordination, planning, and design of projects. Projects involve the development of cost-effective solutions to MMSD's sustainability goals, water quality, and current research topics to meet the 2035 Vision and Facilities Plan. You are responsible for grant writing, grant management, developing innovative programs, projects, and strategies unique for MMSD related to green infrastructure, industry building, and equity. You also assist leadership in policy making for green infrastructure and sustainability initiatives.

Essential Duties and Responsibilities

  • Develop, oversee, and manage complex and interconnected consultant contracts, research contracts, and intergovernmental cooperation agreements/groups to ensure conformance with professional services contracts, MMSD policies, procedures, standards, and sustainability and design criteria.
  • Ensure contracts and milestones are completed within scope, schedule, and budget.
  • Ensure all provisions of contracts are in compliance with contract documents and regulations. This includes grant management duties to ensure MMSD is in compliance with its grant agreements.
  • Submit budget requests to leadership and manage MMSD funds, ensuring procurement processes are followed.
  • Work collaboratively across lines both within MMSD divisions and externally, as projects are unique and unlike typical MMSD planning, design, and construction projects.
  • Ensure completion of all required documentation, record documents, and final technical reports.
  • Coordinate and develop national and regional strategies for intergovernmental/non-governmental cooperation within the water industry.
  • Promote action and support for MMSD’s mission and goals.
  • Prepare schedule and budget estimates upon which MMSD's annual and long-range capital budgeting is based.
  • Perform green infrastructure outreach for MMSD on a national level, share successes, lessons learned, and research advancements.
  • Complete special projects as assigned.

Qualifications

  • Bachelor's degree in civil engineering, planning, environmental science, land stewardship, landscape architecture, ecology, water resources, or a related field. Either a master's degree, a Professional Engineer license, or AICP certification is required.
  • Six to seven years of increasingly complex job-related experience; or an equivalent combination of education and experience.
  • Wastewater, sewer, freshwater, and watercourse experience.
  • Strong project management skills.
  • High degree of interpersonal and problem-solving skills with a demonstrated ability to lead and resolve conflict.
  • Ability to apply planning and engineering principles and practices to the solution of planning, policy, and engineering problems.
  • Experience in managing and monitoring project budgets.
  • Experience with project management software.
  • Experience with facilities planning, energy management, green infrastructure, sustainability, and wastewater treatment processes/operations.
  • Ability to think in advanced, non-traditional ways about the future.
  • Understanding of public procurement practices and contract management.
  • Computer software proficiency
  • Valid driver's license and a good driving record at time of application and throughout employment.

Supplemental Information

Work environment:
While performing the duties of this job, the employee works predominantly in an office environment and is exposed to outside weather conditions or treatment plant conditions 5% of the time. While outside or at the treatment plants, you may be exposed to extreme temperatures, wet and/or humid conditions, toxic or caustic chemicals, noise, and fumes. You will be required to use safety glasses and shoes, hardhat, coveralls, hearing protection, and rain suits as dictated by the location work is being performed.
