The **Project Controls Analyst** position will be responsible for supporting the project team as owner’s representative managing project cost through monitoring, analyzing, forecasting, reporting, and advising on accuracy and trends. In addition, the Project Controls Analyst manages the information management system by ensuring controlled documents are kept current and business records are maintained in accordance with good business practice. The position provides functional guidance and direction to Midstream and contract personnel on records management policies and procedures. This position will report to the Project Controls Manager.

  • *Responsibilities may include:**

  • Tracking progress and preparing monthly cost reports, forecasts, and any special reports to properly advise project team

  • Assisting in the development of schedules to forecast outcomes

  • Functioning as SAP subject matter expert for the projects team

  • Tracking and evaluating PO and subcontract cost reporting and invoicing

  • Collaborating with contractors to ensure company requirements for planning, cost control, and reporting are being followed

  • Reviewing and advising project team on accuracy of contractor cost reporting, reporting procedures, cost estimates, and forecasting

  • Assisting in change management process with project team and assuring contractors incorporate work scope changes in planning and budgets

  • Pulling data and updating financial reports in SAP

  • Providing AFD and AFE management

  • Manage the lifecycle of controlled documentation and business records.

  • Manage development and maintenance of controlled document and records database, and electronic data management systems, (Livelink, SharePoint, SAP, and other systems that contain records).

  • Ensure Midstream’s compliance with the corporate document and records retention schedule and guidelines.

  • Manage the electronic data management system(s) to ensure Midstream’s needs and requirements are met.

  • Provide work process training to employees, audit compliance and provide support in office indexing.

  • Develop and maintain written policies and procedures for maintaining document management.

  • Maintain User & Group security within data management system(s) (Livelink, SharePoint, etc.) and control proper permissions on folders, documents and objects

  • Identify document and records management continuous improvement opportunities.

  • Manage the Midstream Lessons Learned Efforts/ Database

  • *Basic/Required Qualifications**

  • Legally authorized to work in the job posting country

  • Bachelor’s degree

  • 3 or more years of relevant experience with project controls (cost & schedule) and contract compliance

  • 3 or more years of experience in SAP

  • Working knowledge of budget development within a WBS

  • Intermediate level of proficiency in Microsoft Office Applications (Word, Excel, Outlook)

  • Proficient working with SAP-DMS (Document Management System).

  • Experience managing documents and records in specialized programs (SharePoint, Livelink, SAP, KMS, AutoCAD).

  • Knowledge of information management and records requirements.

  • Willing and able to travel at least 10% of the time

  • *Preferred Qualifications**

  • 5 or more years of relevant experience with project controls (cost & schedule) and contract compliance

  • Intermediate level of proficiency in SAP PS & PM and Business Warehouse for projects tracking and reporting

  • Ability to effectively communicate with a diverse group of professionals/stakeholders

  • Project Management Institute trainings and/or certification such as Project/Program/Portfolio Management Professional

  • Excellent communication skills; oral, written, and electronic.

  • Demonstrate exceptional organizational skills (file management, record retention) for self and others.

  • Ability to assess and communicate document control system compliance gaps, and to work with others to resolve gaps.

  • Ability to generate reports and procedures.

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals.
