Salary Grade: NC 19 Salary Range: $61,209 - $107,116

This position serves as the Program Analyst in the Innovations and Data Branch and reports to the Deputy Director for Innovations and Data. This role will assist with developing and managing research activities, initiating and coordinating pilot and demonstration projects, and documenting and evaluating outcomes with a focus on understanding and promoting innovative solutions to common problems in public transportation, walking, and biking. This position is responsible for:

  Coordinating research efforts, including identifying research priorities, funding considerations, timelines, and implementation strategies as well as participation on NCDOT and national research committees pertinent to Division activities;
• Overseeing pilot and demonstration projects that deploy new mobility technologies at a small scale (locally or regionally) to test their feasibility and effectiveness;
• Assisting with concept development and coordinating with potential collaborators to test and showcase innovative mobility solutions;
• Assisting with the design and application of data-driven performance measures and evaluation plans; and
• Assisting the Deputy Director in decision-making, client contacts, meetings with local elected and system officials, and presentations to Executive Management and federal, state, and local officials.

  Demonstrated ability to initiate and implement complex engineering, policy, and administrative programs or projects and to evaluate their effectiveness.
• Demonstrated ability to research, evaluate, and recommend resources as needed for activities assigned to the Innovations and Data Branch.
• Demonstrated ability to manage staff, programs or projects, and consultants.
• Skill in collecting and analyzing data and information and interpreting trends to inform policy initiatives.
• Skill in communicating effectively to agency personnel, officials, and the general public.

• Experience with initiating and implementing programs or projects in one or more of the following areas: Connected Autonomous Vehicles (CAVs), Mobility-as-a-Service (MaaS), multi-modal data warehousing.
• Knowledge of data collection, interpretation, and presentation methods related to mode-specific and multi-modal data sets, including volumes, projections, and forecasts for various modes.
• Ability to interpret and apply transportation planning and engineering principles and requirements to pilot and demonstration programs or projects.
• Knowledge of federal and state laws and funding sources applicable to pilot and demonstration programs or projects.
• Ability to assist the Deputy Director and IMD Director in decision-making, client contacts, meetings with local elected and system officials, and presentations to Executive Management and federal, state, and local officials.
• Ability to work independently, with little supervision, and ability to provide clear guidance, creativity, and critical thinking to support the planning, organization, integration, and innovative activities of the Division.

Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
