The Wisconsin Department of Children and Families (DCF), Division of Early Care Education, Bureau of Early Care Regulation is currently recruiting to fill a 50% License/Permit Program Associate – Senior (20 hours a week), position in Green Bay, WI. This position is headquartered at our Green Bay office and will have the option to work hybrid for up to 30%. This schedule may change based on training or operational needs. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary


This position provides full range complex and advanced paraprofessional, administrative, and program support for the regional licensing program, the regional licensing manager, and the regional licensing/certification specialists. Duties include the provision and coordination of paraprofessional, administrative and program support services for license review activities for all childcare programs. This position coordinates and tracks licensing applications and fees and monitors and tracks all data generated by the licensing process. Contact with the public is extensive in providing general information to current and potential licensees and other agencies, and in responding to general inquiries. This position interviews complainants; researches rule violations; investigates unlicensed complaints, issuing to a licensing specialist for follow up as needed; and assigns all complaints to licensing specialists, unless not applicable. The position researches BECR policies as they apply to licensing requirements and procedures. This position generates both routine and ad hoc reports on all aspects of licensing such as status of complaints and enforcements, licensing specialist caseloads, and demographics of licensees. This position serves as back-up to the Bureau Forms/Publications coordinator and for certain web-publishing functions. Incumbents in this position implement program and system changes to the licensing database as well as recommend improvements and write system reference updates. Incumbents provide technical assistance by identifying potential problem areas to the regional licensing manager and office manager. This position assists in the training of new licensing staff in BECR policies and procedures and regional internal practices. An increasing amount of independent judgment, decision making authority, computerized record keeping, tracking, and report processing has been included in this position. Knowledge of state regulations, rules, and licensing procedures is required.

Salary Information


The starting salary is $22.13 per hour ($23,015 annually). Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is 02-12. A one-year probationary period may be required.

Job Details


Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications


Minimally qualified applicants will have:

  • Experience working with confidential information in a professional setting (background checks, client contact information, etc.)
  • Experience providing administrative support to stakeholders in an office setting (reviewing documents/applications, following up with the public or staff for missing or incomplete information, scheduling meetings, writing letters, etc.)
  • Experience providing effective oral and interpersonal communication skills to clients

Well-qualified applicants will have:

  • Experience reviewing or editing documents, correspondences, or other written materials (memos, emails, reports, papers, etc.)
  • Experience using computer programs or database applications or similar software (MS Word, Excel, Outlook Adobe, Zoom/Teams) for business needs (entering data, uploading supporting materials: creating or updating worksheets; running reports; etc.)
  • Ability to make independent judgements
