Why does the job exist?

These position exists to provide support, consultation and assistance to all levels of management and leadership regarding all labor related human resource activities. The Labor Specialists II must ensure a high level of confidentiality, quality, professionalism, and unbiased assessment and recommendations, pursuant to NMDOH policy, NMAC and our Union contracts, regarding appropriate next steps for all aspects of employee relations including grievances, disciplinary actions, investigations, and union concerns. These positions are also assigned to function as either the Drug & Alcohol Coordinator, Investigations Coordinator, ADA Coordinator, FMLA Coordinator, or Alternate Dispute Resolution Coordinator roles. Regarding the ADA role, I am looking for a certified ADA Coordinator to fill that role. The Drug & Alcohol Coordinator specifically provides reporting and billing verification to the SPO for all NMDOH random drug testing of Department employees in safety sensitive positions. It also provides support and direction to leadership when reasonable suspicion of impairment is observed on our employees. Coordinator roles are assigned base on staff skills and experience, as well as interest in the role and are subject to change based on business needs.

How does it get done?

The Labor Specialist II is in constant communication with their assigned Divisions/Facilities and must be able to multi task, analyze, review, write, edit, and make recommendations on disciplinary actions, labor relations issues/concerns, employee evaluations, NMDOH policy, NMAC, union collective bargaining agreements, random drug & alcohol testing, as well as reasonable suspicion testing. All while ensuring that analysis and recommendations are in alignment with NMDOH Policy, State Personnel Rule in NMAC, our Union Collective Bargaining Agreements, and local, state and federal laws.

All NMDOH leadership, Managers/Supervisors and our Employees.

Ideal Candidate

Will have:
  • Excellent Communication skills including the ability to actively listen to our staff and employees.
  • Experience working with the State of New Mexico's collective bargaining agreements with both AFSCME and CWA.
  • Experience in drafting and editing of disciplinary actions and grievance responses.
  • The ability to be patient, dignified, courteous, professional, and respectful in any and all interactions with our staff and leadership.

Minimum Qualification

Bachelor's Degree in any related field and two (2) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Substitutions apply.
