Position Summary & Responsibilities

Position Summary:

The State of Kansas Department of Labor is seeking a highly motivated and experienced professional to fill the position of Unemployment Insurance Director.

The successful candidate must possess excellent organizational and communication skills, as well as experience in the development and management of unemployment insurance programs.

The Director will be responsible for overseeing all operations related to the implementation of modernization, administration, and enforcement of the state’s unemployment insurance laws and regulations.

Job Responsibilities may include but are not limited to the following:

  • Develop and implement policies and procedures for administering the unemployment insurance program, including system modernization.
  • Monitor and analyze changes in federal and state laws related to unemployment insurance and implement necessary changes to program policies and procedures
  • Direct and supervise the work of staff responsible for processing and adjudicating claims for unemployment benefits and administering employer tax programs.
  • Develop and implement strategies to ensure compliance with program requirements and reduce fraud and abuse.
  • Oversee the development and maintenance of an effective communication strategy to provide information to employers and claimants
  • Manage the program budget and resources related to program operations.
  • Collaborate with other departments and stakeholders to identify and implement process improvements to increase program efficiency and effectiveness
  • Ensure timely and accurate reporting of program performance and outcomes to stakeholders and government agencies
  • Represent the organization and serve as a subject matter expert on unemployment insurance matters with external stakeholders and government agencies


Qualifications

  • Bachelor's degree in business administration, public administration, or a related field
  • 5+ years of experience in unemployment insurance or a related field, with at least 3 years in a leadership or management role
  • Knowledge of federal and state laws and regulations related to unemployment insurance
  • Strong leadership, management, and organizational skills
  • Excellent communication and people skills, with the ability to effectively interact with diverse groups of stakeholders
  • Analytical and critical thinking skills, with the ability to make sound decisions in a demanding environment
  • Experience managing budgets and resources
  • Strong computer skills, with experience using data analytics and reporting tools
