Summary:
The Director of Construction is a full-time academic professional position and is responsible for construction project planning and management, from project definition through design (Project Coordination) and from bidding through construction and warranty services (Project Management). The Director also has the responsibility of evaluating and establishing appropriate campus and University standards of project definition, planning and design.

Duties & Responsibilities:


  • Serve as project engineer for the Facilities & Services (F&S) department on construction and remodeling projects.
  • Provide expertise in project planning, scheduling and estimating, along with critical review of construction plans developed by outsourced architects and engineers.
  • Plan, organize, and coordinate the efforts of in-house Operations and Maintenance (O & M) construction staff.
  • Assist user groups (Colleges, Departments, etc.) in determining the need for renovations and write scope of work and program statements based on those user and campus needs.
  • Coordinate working relationships with peers and other appropriate University Personnel to achieve defined goals and objectives.
  • Determine scope and feasibility of new remodeling projects; determine, reconcile and compile project budgets with input from all pertinent parties; provide design assistance and interpretation to the users to help them understand design drawings; act as liaison for user-requested change orders during construction; and help user to successfully occupy the new space.
  • Provide project management oversight; review and respond to planning, design, and construction documents throughout all phases of a project.
  • Track projects for the campus and user regarding accuracy and quality of work, schedule and track funds expended and ensure project delivery is complete as to punch list items, guarantees, warranties, release of liens, final payments, occupancy, record documents and O&M manuals.
  • Coordinate communication efforts with project team members, determine substantial completion of projects and gaining concurrence from the team members, and act as the liaison for the user during the warranty period after occupancy.
  • Manage the Qualifications-Based Selection (QBS) process for the selection of architects, engineers, and/or other professional service consultants to be recommended for employment by the University, or by the Capital Development Board, and assist in the preparation of the scope of professional services required for each project.
  • Coordinate building project conceptualization and feasibility studies developed with other professionals and administrators.
  • Develop project budgets and construction estimates for capital improvement projects administered by F&S and other University departments; oversee and coordinate funding for all projects with the shared administrative staff.
  • Act in concert with Associate Chancellor of Facilities and Services as liaison with the University Offices of Capital Programs (UOCP) and Real Estate Services (RES) in matters of construction procedures, systems, forms, contracts, and software; and in preparation and implementation of F&S policies and procedures related to project definition and planning.
  • In the absence of the Superintendent of Construction, a direct report to this position, act as supervisor to in-house trades staff.

Minimum Qualifications: Bachelor's degree in architecture or mechanical/electrical engineering
Experience in facilities planning
10 years of progressively responsible experience in the construction of buildings and construction project management

Preferred Qualifications:
Professional Engineers or Architects license
History of managing numerous projects simultaneously with success
Supervisory experience in the construction/facilities field
Proven track record of successful problem and claim resolution throughout a project

Good organizational skills.
Ability to plan, prioritize, and manage projects

Excellent communication, both written and verbal.

Working knowledge of computer-aided design and facilities management systems software
