The Controller is responsible for overseeing the operations of university and foundation accounting, grant and contract accounting, accounts payable , travel and payroll. This includes managing the budgets for areas of responsibility, coordinating the year-end closing and audit, the preparation of year-end financial statements, ad-hoc reports as required by both internal and external parties and performing other duties as assigned

Austin Peay State University is a four-year public, doctoral-level university, with six colleges and four Chairs of Excellence. The University has an enrollment of over 9,000 students and is located in Clarksville, Tennessee, a community of an estimated 166,000 people located approximately 40 miles northwest of Nashville, TN.
Primary Duties and Responsibilities
  • Direct the operations of university and foundation accounting.
  • Advise the Associate Vice President for Finance on all financial, accounting and auditing matters.
  • Remain current in all higher education related laws, regulations, and accounting principles for both the university and its Foundation.
  • Establish clear and measurable goals, monitor progress and evaluate objectives.
  • Identify jobs/processes that could be made more efficient or automated and work with IT on implementation.
  • Interpret, monitor, and administer university and Tennessee Board of Regents policies and procedures to assure compliance.
  • Insure compliance regarding university, state and federal requirements, guidelines and laws.
  • Supervise employees within area of responsibility.
  • Coordinate and assist in training programs for Accounting Services to include, but not limited to, the following areas: finance policies, Banner access for performing queries, Banner approvals and interpreting monthly reports
  • Responsible for the preparation and maintenance of internal documents and reports that support the financial results of the University.
  • Participation with various university committees and other organizations as deemed appropriate.
  • Perform other job-related duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of generally accepted accounting principles and governmental accounting standards.
  • Knowledge of the laws and regulations pertaining to governmental financial operations in higher education.
  • Ability to interpret the State of Tennessee and APSU financial reporting guidelines.
  • Ability to supervise personnel and complete all associated personnel actions in a timely and accurate manner.
  • Ability to interact in an effective and appropriate manner with diverse populations, the University community and the public.
  • Ability to evaluate and manage process changes.
  • Ability to initiate objectives with minimal supervision.
  • Ability to manage multiple tasks and priorities.
  • Ability to establish priorities and meet objectives.
  • Ability to recognize accounting errors and determine method of correction.
  • Ability to stay current in fields of accounting and technology.
  • Ability to exercise good judgment in evaluating situations and making decisions.
  • Ability to represent the university in a professional and appropriate manner with external constituencies and stakeholders.
  • Ability to work extended hours outside of normal 8:00-4:30 work day.
  • Limited overnight travel may be required.
Physical Requirements
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of forces frequently or constantly to lift, carry, push, pull or otherwise move objects.
Required Minimum Qualifications
  • Bachelor’s degree in Accounting, Business or related field.
  • Five years of previous experience in Accounting or Auditing.
  • Two years previous supervisory experience.
  • Advanced knowledge of web-based relational application software systems.
  • Advanced knowledge of the use of spreadsheets, database software, query and report writing tools.


Preferred Qualifications:
  • Certified Public Accountant
  • Master’s degree in Accounting, Business Administration or Public Administration
