Overview:
WaterOne's Buyer-Inventory Control Specialist assists with the procurement and inventory control functions for WaterOne. Areas of responsibility for procurement include but are not limited to procurement, purchasing cards, compliance with established policies and procedures, office supplies, printing services, and disposal of surplus property. Areas of responsibility for inventory controls include but are not limited to inventory and warehousing functions, which provide materials for maintenance or construction of water transmission and distribution systems and related materials.

Pay Range: From $26.25/hr
Responsibilities:
Procurement/Buyer Functions:
  • Assists with the procurement process and selecting and maintaining sources of supply, in both cases following established WaterOne policies and procedures.
  • Performs back up responsibilities for other Procurement staff, as needed.
  • Assists with daily processing of approved purchase requisitions to purchase orders and appropriate distribution to the supplier. Reviews all requisitions to ensure the request meets established policy and procedures.
  • As assigned, searches for materials and supplies that represent better value for the utility. Recommends to user groups alternative materials or designs that may be of higher quality, easier to procure, or are available at a lower cost without compromising results.
  • Assists with data collection and analysis for use in material planning
  • Completes special projects as assigned and coordinate with other departments
  • Advises other departments of any change in price or restrictions on availability of materials, goods, or services. Keeps departments advised with respect to lead time required to obtain critical materials.
  • Calls to the attention of the Manager-Purchasing and Materials when, and in what quantities, materials should be purchased to meet end user requirements.
  • Expedites deliveries and where necessary contacts the end user for approval for alternate methods or materials if delivery is not available when required.
  • Provides P-card assistance as needed.
  • Interacts with vendors or suppliers to develop and maintain quality professional relationships, resolve issues, or to obtain other pertinent information regarding purchased material.
  • Reviews invoices and assists with resolving issues, particularly where price or other details do not agree with the purchase order.
  • Assists with maintaining necessary documentation pertaining to current and potential sources of materials and supplies.
  • Assists with ordering and maintaining stock of general use office supplies. Assists with printing services through outside vendors when requested by internal customers.
  • Assists with the posting of and processing the disposition of surplus property through online bidding sites and other venues, as applicable (does not include vehicles and other Fleet components).
  • Other duties as assigned.

Inventory Controls Functions:
  • Interacts with vendors or suppliers to develop and maintain quality professional relationships, resolve issues, or to obtain other pertinent information regarding purchased material.
  • Coordinates special projects and assignments as required.
  • Prepares purchase requisitions for materials.
  • Monitors materials usage by reviewing inventory reports as directed by the Foreman and by making spot inventory checks. Maintains min and max inventory levels.
  • Confers with the Inventory Controls Foreman on material forecasting and delivery lead time.
  • Helps with issuing materials and receiving returned materials according to WaterOne policy.
  • Recommends, as needed, new material stock levels and new types of materials to be stocked.
  • Assists in receiving of materials as required in all types of weather conditions.
  • Aids with unloading trucks, inspecting materials for damage, checking for correct amount shipped, completing necessary goods receipts and storing material appropriately.
  • Supports business processes to eliminate or reduce damage or loss of materials, supplies and inventory.
  • As directed by the Inventory Controls Foreman, conducts monthly cycle counting process following established procedures.
  • Other duties as assigned.
Qualifications:
Required Education, Skills & Experience
  • Experience in Purchasing, Warehousing, Materials Management, Accounting or a related field.
  • Proficiency with personal computers, including experience with the Microsoft Office suite of applications, particularly Word, Excel, and Outlook.
  • Knowledge of selecting suppliers, preparation of purchase orders, receiving and evaluating bids, and proposals and quotations.
  • Knowledge of sources of supply vendors and bidders.
  • Knowledge of inventory control, inventory nomenclature, storage locations, and how to operate material handling equipment or be able to acquire the skills to complete the tasks
  • Have or be able to acquire knowledge of methods, tools, equipment, and techniques used in the installation and maintenance of water mains, valves, fire hydrants, service connections and appurtenances.
  • Knowledge of applicable occupational hazards and safety precautions and have a strong commitment to complying with all applicable safety requirements.
  • Ability to work with minimal supervision.
  • Use sound judgment and excellent decision-making skills.
  • Maintain good relationships with WaterOne employees, suppliers, vendors, and transportation personnel.
  • Be well organized and able to effectively manage multiple tasks concurrently.
  • Have good written and verbal communication skills.
  • Possess a valid driver’s license and continuously meet WaterOne driving standards.
  • Must pass a post-offer medical exam, including drug screen and background investigation (may not apply to current employees).
Preferred Education, Skills & Experience
  • Professional certification such as Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Professional Public Buyer (CPPB), Certified Procurement Professional (CPP) or Certified Public Procurement Officer (CPPO).
  • Associates degree, preferably in Procurement & Inventory Control, Accounting, Business, or a related field.
  • Experience with SAP or a similar ERP system.
  • Background experience with purchasing card programs.
  • Understanding online auction processes for disposal of surplus assets.
  • Experience with inventory management and control.
  • Experience with a water utility or with materials related to plumbing.
  • Experience with barcoding or automated material tracking processes.
  • Additional inventory and/or warehouse certifications as well as involvement with local trade organizations.
