POSITION DESCRIPTION:

POSITION: Assistant Planner
DEPARTMENT: Planning and Development
WORK SCHEDULE: 7:30 a.m. - 4:00 p.m., M-F

Incumbent serves as Assistant Planner for the Planning and Development Department, responsible for assisting with managing and directing planning and development activities in the Town, providing professional services and assistance, and supervising assigned staff. Reports directly to the Planning Director.

DUTIES:

Assist with overseeing the administration of the Department following Town strategies and short/long range planning. Assists with implementing policies set out by Planning Commission (PC), Board of Zoning Appeals (BZA), and Town Council. Serve as secretary of the PC and BZA. Performs duties of Director in her/his absence.

Use of the practical application of Department and Town policies and procedures, and personnel policies; Town ordinances/code/comprehensive plan regarding zoning, subdivision control, public environmental nuisances, transportation, land evelopment, and subdivision regulations, State laws/ codes, and Federal guidelines and regulations; the use of planning, design, building, and flooding; planning, design, word processing, email, presentation, spreadsheet and other software; and standard principles of bookkeeping and ability to administer department budget, ensuring cost-effective operations and maintenance of accurate records.

Supervise and direct assigned staff, including orienting/training new subordinates, communicating procedures in accordance with approved policies, and keeping supervisor informed of organizational developments.

Serve as administrator of the Building Department. Reviews and issues permits, including communicating with applicants regarding proposed projects, explaining applicable codes, and conducting on-site inspections.

Supervise administration of zoning and subdivision regulations, including reviewing complaints, assisting violators to resolve complaints, assessing fines, assisting Town Attorney in filing lawsuits, and attending/testifying at trials/hearings. Respond to inquiries and complaints and provides information and assistance to the public regarding zoning, land use and development, planning, permits, and related Town ordinances, plans, and policies.

Administration of the Department’s annual budget which includes monitoring expenditures, coding and submitting receipts/invoices for payment, and requesting checks.

Attends seminars/workshops/special meetings and maintains knowledge of current trends and best practices related to land use/development/codes/GIS. Attends all meetings, as required/assigned and performs related duties, as assigned.

JOB REQUIREMENTS:

Bachelor’s Degree required. Related experience or equivalent combination of education, training, and experience considered.

Ability to supervise and direct assigned staff, orienting/training new subordinates, communicating procedures in accordance with approved policies, and keeping supervisor and assigned staff informed of organizational developments; read and interpret detailed prints, specifications and maps, and perform arithmetic calculations; effectively communicate orally and in writing, including being sensitive to professional ethics, gender, cultural diversities, and disabilities; compare or observe similarities and differences between data or things, compile, compute, calculate, analyze, evaluate, and fabricate data, and make determinations based on data analysis; properly operate equipment, including computer, copier, scanner, transcriber/dictaphone, telephone, and calculator, and to operate a vehicle; work alone with minimum supervision and with others in a team environment and work on several tasks at the same time; provide public access to or maintain confidentiality of department information and records according to state requirements; comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct; ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons; plan and present public speaking presentations, and testify in legal proceedings/court; and occasionally work extended, evening, and weekend hours, and occasionally travel out of town for trainings/conferences.

Working knowledge of standard English grammar, spelling, and punctuation, with ability to prepare correspondence, documents, and detailed written reports.

Possession of a valid driver's license and demonstrated safe driving record.

PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs majority of duties in a standard office, a vehicle, and outdoors, involving sitting and walking at will, sitting/standing/walking for long periods, bending/kneeling, reaching, lifting/carrying objects weighing under 25 pounds, reaching, fingering objects, keyboarding, close and far vision, depth and color perception, hearing sounds/communication and speaking clearly.
Incumbent drives to work sites to perform fieldwork and may be exposed to extreme temperatures and wet/icy surroundings, work near fumes, odors, dust, and dirt, and work in a noisy environment. Incumbent may occasionally be exposed to violent/irate individuals. Incumbent occasionally works extended, evening, and weekend hours and occasionally travels out of town for trainings/conferences.

Salary: $49,923 - $59,923
