Position: Animal Services Field Supervisor
Department: Animal Services Division
Reports to: Field Services Manager
Hours: 40 hours per week; full-time
Salary: $43,000 – $45,000 Non-Exempt; rate is dependent on prior experience
Schedule: (Sun-Wed, 9am-7pm) or (Wed-Sat, 9am-7pm) required to be on-call occasionally.
Position Overview:
Under direction of the Field Services Manager and Chief of Animal Services the field supervisor, leads, oversees, and participates in the more complex and difficult field work of staff responsible for performing a variety of duties involved in receiving, evaluating, prioritizing, and relaying information for emergency and non-emergency calls for service for the Animal Services Division; inputs calls into Pet Point; in addition to investigations, public service, information and enforcement work for the Animal Services Department. Incumbent receives, analyzes, responds, investigates, and resolves issues related to city ordinances, matters affecting the public, property and/or animal safety and welfare, as well as provides technical and physical assistance to other Animal Services Officers; and performs a variety of technical and administrative tasks relative to assigned areas of responsibility. The Field Supervisor is responsible for the success of their assigned team by leading and demonstrating by example the high standards of work quality and professionalism. The ideal candidate has at least 3 years of experience working directly with the public to solve complex problems surrounding animal and nuisance related complaints.
Daily Duties and Responsibilities:
  • Plans, organizes, coordinates, assigns direction, provides training and work reviews of assigned staff; prepares employee performance evaluations to ensure accurate and meaningful feedback/coaching; participates in the interview and hiring process; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work; ensures that proper safety precautions are followed.
  • Leads and directs a team of Animal Services Officers in the field to ensure compliance with our polices and procedures while upholding the mission of the department.
  • Estimates materials, tools and equipment needed for work assignments, orders, and picks up materials and supplies from outside vendors as appropriate; prepares cost estimates for job.
  • Develops and implements goals, objectives, policies, procedures, and work standards for the division.
  • Performs animal services officer duties as required; provides technical assistance to staff in difficult, technical, or sensitive situations.
  • Provides oversight into criminal investigations and is familiar with constitutional law principles and due process of law.
  • Assists in the prosecution of animal abuse cases; testifies in court as required.
  • Speaks to and meets with a diverse community, business, and educational organizations to further goals of the program.
  • Monitors legislation and other developments related to animal services/control activities. Evaluates their impact on the city of KCMO operations and recommends and implements policy and operational improvements.
  • Maintains records of work performed and materials used.
  • Contributes to the efficiency and effectiveness of the division’s service to its customers by offering suggestions and directing or participating as an active member of a team.
Performance Factors and Necessary Skills:
  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Applicable laws, codes and regulations governing the licensing, quarantine, impounding and care of animals.
  • Safety principles, practices and equipment related to the work.
  • Record keeping principles and practices.
  • Planning, organizing, supervising, reviewing, and evaluating the work of others.
  • Training others in policies and procedures related to the work.
  • Interpreting, explaining, and applying laws, regulations and policies relating to animal services practices and programs; community policing strategies; humane animal law enforcement; assessing animal behavior and making effective decisions regarding capturing or seizure of the animal.
  • Representing the county in contacts with county officials, community and other agencies and the public and making effective presentations.
  • Preparing clear and complete reports, correspondence, and other written materials.
  • Maintaining accurate records and files using software applications.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Preparing and executing effective oral presentations to large and small groups.
  • Self-starter, setting priorities, and meeting critical deadlines.
  • Dealing successfully with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontation or strained.
Working Conditions:
Must have reliable transportation and have the ability to drive in hazardous conditions. Ability to handle domestic, exotic, wildlife, and animals with dangerous or unknown temperament. Potential exposure to zoonotic diseases, high noise levels, extreme temperatures, hazardous chemicals, and sharp objects. Physically able to operate a variety of machinery and equipment including a motor vehicle, two-way radios, hand tools, animal traps, etc. The ability to lift 50lbs and to work in all weather conditions.
Qualifications/Educational Background:
  • High School Diploma or equivalent.
  • Experience in a kennel, shelter or veterinary setting is a must.
  • At least 2 years of experience working directly with the public to handle animal related complaints within the last 5 years.
  • Ability to successfully complete in-house training program.
  • Minimum of 2 years customer service and community outreach experience.
  • Possession of a valid driver’s license and safe driving record acceptable to KC Pet Project’s insurance carrier.
  • Have a working knowledge of Microsoft Suite, Shelter Database, Database Analytics & Collection within the first 90 days of employment.
