Provide services as an Administrative Policy Analyst (HR) in support of the overall functions of the Advanced Research Projects Agency for Health (ARPAH) within the National Institutes of Health (NIH). The Administrative Policy Analyst position will live within the Mission and Administrative Resource Support (MARS) office. The purpose of this position is to research and conduct fact finding for agency wide initiatives and administrative policies, draft policy recommendations that are aligned with agency objectives, draft standard operating procedures for internal processes for various audiences, and act as the POC for agency policies.


Duties and Responsibilities:

  • Write detailed comments, explanations, recommendations, and review outcomes, as well as write a wide variety of correspondence which explains policy and procedural requirements to program and administrative staff.
  • Prepare background materials and provide context on a range of policy and program issues for use by upper management.
  • Perform fact finding and review to assist in developing and implementing organizational policies and practices. 2
  • Gather and coordinate information for review, conduct data entry and file maintenance, edit and or prepare text, data and charts.
  • Analyze and evaluate findings and recommend more efficient, effective and economical ways to accomplish policy objectives.
  • Collect, organize, and analyze policy data from various sources. 3
  • Initiate, develop and implement new policies that support organizational goals using HHS Directives.
  • Participate in meetings and provide verbal explanation of comments, recommendations, and review outcomes; explain policy and procedural requirements to program and administrative staff.
  • Assist in researching, developing, implementing, and maintaining standard operating procedures, job aids, documentation checklists, and other reference materials and documents. 1
  • Provide technical advice to staff regarding new policies and procedures. 4
  • Participate in planning sessions; contribute expertise in discussions of current and new policy initiatives.
  • Provide expert advise on the administrative and management implications of policy and program proposals ensuring ARPA-H is compliant with various regulatory requirements.
  • Manage the administrative activities that are necessary to assess, analyze, formulate to develop the improvement on how projects are accomplished. 5
  • Gather information about processes and programs; identify and recommend opportunities to improve processes and workflow.
  • Gather, compile, analyze and prepare justifications for administrative requests.

Basic Qualifications:

  • Bachelor’s degree in Human Resources and Personnel Management or Business Management and Administration.
  • Skilled in SharePoint, Microsoft Teams, Microsoft Word, Microsoft Forms, PowerPoint, and Adobe Acrobat.
  • Knowledge of Federal Leave, Workplace Flexibilities, and Travel Regulations.

Minimum Qualifications:

  • Ability to research and interpret Federal Administrative Regulations issued by the Office of Personnel Management.
  • Ability to multi-task and pay close attention to detail.
  • Excellent analytical, organizational and time management skills.
  • Strong communication skills, both oral and written.
