YCIC and Youth Shelter Unit Coordinator
Reports to: Youth Shelter/YCIC Director Salary (Grade): $23.87(G20-E)

Status: Reg. Full-Time (Non-Exempt) Location: Ho-Chunk Neenk Chunk Ho Ci. Inc. Facility located in Winnebago, NE 68071 Job Purpose & Position Overview Will coordinate and manage all functions in the YCIC and Youth Shelter housing units. Responsible for scheduling and assignment of workers in a twenty-four-hour facility. Coordinator will be required to fill in shifts by calling workers or covering it themselves when needed. The Coordinator will assist and direct staff with managing emotional or behavior problems of youth served, as well as assist with intake, training staff, building operations, working with the public such as parents, law enforcement, and referring agency personnel required. The coordinator will also assist in team case management for the youth. Specific Job Duties/Responsibilities:
  • Demonstrates the Winnebago Tribe’s core mission, vision, and values
  • Enforce all YCIC and Youth Shelter Policies and Procedures.
  • Ensure the YCIC and Youth Shelter has a trauma informed atmosphere and approach.
  • Direct involvement with youth behavior such as aggression, emotional difficulties, or conflict.
  • Supervise and train all YCIC/Youth Shelter youth workers and Supervisors on policies, procedures and process of the programs under the YCIC and Youth shelter umbrella.
  • Making sure all positions are covered by staff for the day supervisor works. Calling replacement staff when employees do not come in for work and sometimes filling in for staff that does not show up for work.
  • Will work closely with the YCIC and Youth Shelter director on all facility matters.
  • Work with the YCIC intake specialist to ensure all intakes are complete and follow up recommendations are complete.
  • Will provide clear and concise information to the parents/guardians regarding the youth.
  • Make parent/guardian and youth aware of their responsibilities toward facility and/or house rules
  • Develop and implement strategies for reaching disconnected youth and families
  • Provide outreach follow-up with youth, family, and school
  • Conduct staff meetings and help with the program development, treatment planning and team case management.
  • Ensure agency building and vehicle is properly maintained.
  • Ensure all state licensing regulations, requirements and policies are being met at all times.
  • Will assist in coordinating interaction between the YCIC and partnering service providers and the community
  • Assist with providing additional follow-up to youth and their families such as making house calls and communicating youth needs and concerns to the YCIC Director
  • Provides on-call status to meet emergency situations with staff and participants
  • Will ensure all team case management services are coordinated and completed in a timely and appropriate manner.
  • Ensure all required documentation and reports are properly completed and ensure quality control over this process.
  • Assist with interviewing and onboarding new staff under the YCIC and Youth Shelter.

Required Qualifications/Skills:
  • A Bachelor’s Degree in any human services field (Psychology, Criminal Justice, Social Work, etc.) is preferred. A minimum of a two (2) year degree or 48 college credit hours in the same related field will be considered with 2 years of supervising experience or working in the same field of childcare under supervision.
  • Ability to deal with public and employees courteously and tactfully, to elicit information effectively, to convey concise and accurate explanations of agencies policies, procedures, and requirements.
  • Ability with limited supervision to make decisions and be able to work effectively in crisis or stressful situations.
  • Must be 21 years old or older and provide proof.
  • Must be in suitable physical condition to handle physically aggressive youth.
  • Must pass all required background checks set by the youth shelter.
  • Must possess and maintain a valid driver’s license and eligibility for tribal insurance.
Supervisory Responsibilities:
  • Supervises all YCIC/YS youth workers and supervisors.
Training Requirements:
  • Become trained as an instructor in Handle with Care Behavior management program.
  • As Directed by management
Physical Requirements:
  • Heavy office work which includes the ability to lift up to 30-50 lbs.
  • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
  • While performing daily duties, the employee is regularly required to talk and hear.
Mental Requirements:
  • Reading, writing, calculating
  • Strong de-escalation skills with both youth and adults
  • Above average social interaction skills
  • Reasoning/Analysis
  • Works with minimal to no supervision
Language Requirements:
  • Must possess the ability to read, write, and speak the English language fluently.
  • Must be able to continually and effectively employ professional verbal and written communications skills.
Certificates, Licenses & registrations:
  • All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
  • Must complete all necessary training and certifications required by youth shelter policies.
