The Tax Program Supervisor (Assistant Collections Division Manager) is located with Tax Administration and assists the Collections Division Manager with planning, organizing, directing and managing the functions and operations of the Collections and Customer Service Divisions. This position provides supervision and training for staff engaged in listing, assessing, billing and collecting property taxes, fees, gross receipts taxes and other revenues and accounts for money collected in accordance with state laws and local regulations.

Examples of Duties

  • Assists the Collections Division Manager with planning and supervising the office operations within the tax collections and customer service area
  • Supervises staff to include, hiring, assigning work, establishing performance standards, evaluating work, and providing guidance, direction, and discipline, as necessary
  • Tracks, reviews, interprets, and applies legislation related to revenue, taxation, enforcement, and business regulations
  • Responsible for the external collection activities of unpaid taxes; analyzes and evaluates delinquent accounts to determine appropriate collection options; authorizes and services garnishments and tax levies as needed; ensures accuracy and completeness of account information; ensures proper collection and listing procedures are followed
  • Compiles and prepares financial and administrative reports for applicable City, County and State finance departments, upper management, and/or other applicable parties
  • Assist with reconciling all collections and receipts against daily deposits; identifies discrepancies and makes necessary corrections
  • Supervises and evaluates work activities and duties required to meet and/or exceed tax collections and departmental goals

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in accounting, tax administration, or closely related field with four (4) years of progressive supervisory and responsible experience that includes assessment, auditing, and supervision; or an equivalent combination of education and experience.

Employee must complete the North Carolina Fundamentals of Property Tax Listing and Assessing Course and North Carolina Fundamentals of Property Tax Collection Course with a passing grade within 24 months of hiring date

Management Preference:
Management prefers applicants with a background in assessment and collections of property taxes

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver’s license is from another state, you will be required to obtain and show proof of a valid NC driver’s license within 60 days of hire

Knowledge, Skills and Abilities

  • Knowledge of the methods, procedures, and policies of Cumberland County as such pertaining to the performance of the essential duties of the Assistant Collections Division Manager
  • Knowledge of principles and practices of supervising tax collections and customer service activities to include supervising staff, interpreting policies and regulations, and providing responsive customer service
  • Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
  • Knowledge of the organization of the department, and of related departments and agencies
  • Knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities
  • Knows how to maintain cooperative and effective relationships with intra-and interdepartmental personnel, as well as any external entities with which position interacts
  • Ability to understands the occupational and safety precautions required to perfo1m the essential functions of the work
