Duties

As one of the 13 principal federal statistical agencies, NCSES follows guiding principles and practices that ensure it provides accurate, timely, relevant, and objective information for public and policy use.

As a Survey Methodologist, you will perform the following duties:

  • Plans, develops, and executes ongoing survey projects, as well as introducing and managing new survey developments and initiatives, redesign activities and methodological research.
  • Manages all aspects of project development including operational and technical aspects of the project (e.g. coordination of data collection), as well as improvement projects for assigned survey(s) such as innovative methods for improving response rates and technical improvements in survey design.
  • Using statistical survey methodology skills, identifies appropriate techniques for addressing problems or issues to solve difficult and/or unique problems for delivery of products on schedule and within budget.
  • Manages survey or project after contract award, including oversight of the project team and coordination of project tasks in order to assure that project objectives are met, and quality standards are maintained within the project schedule and budget.
  • Evaluates project proposals and drafts contract and grant award recommendations related to assigned survey or technical improvement projects.
  • Designs and drafts clearance packages in assigned area of responsibility, monitors their processing, and introduces innovations in response to complexities of Federal regulations and Office of Management and Budget (OMB) questions.
  • Writes, designs, and develops Information Products and contributes to overview reports such as Science and Engineering Indicators, where appropriate for dissemination of the survey data.
  • Ensures timely dissemination of survey data in a customer friendly format.
  • Designs and prepares responses to requests for information and special analyses related to major project area; has authoritative knowledge of statistical and economic or social science principles in assigned subject area.
  • Maintains authoritative scientific knowledge of state-of-the-art survey, statistical, and economic or social science methods relevant to assigned program areas through reading, meetings with Federal and nonfederal researchers and analysts, or participation in professional Survey Statistician meetings.

Qualifications

Basic Education Requirements

GS-1530 (Statistics):

  • Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. OR
  • Combination of education and experience - courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the basic education and/or experience requirements described above, you must also meet the following specialized experience.

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in Federal service designing, executing, and overseeing the use of survey methods and methodological research to develop national surveys and to improve the validity, quality, or other aspects of evaluation projects.

Examples of specialized experience include: initiating, planning, and directing the methodological and developmental aspects of surveys conducted in response to a programs evaluation needs; developing solutions to both quantitative and qualitative aspects of the complete survey process; translating concepts and measures into questionnaire design and feasible methodological procedures (to include use of existing survey and alternative data sources).
