Duties

DUTIES:
As a SEXUAL ASSAULT RESPONSE COORDINATOR (NGT5304000), GS-0301-12, you will manage and maintain the Sexual Assault Prevention and Response (SAPR) Program, the Sexual Harassment/Assault Response and Prevention (SHARP) Program, address prevention of sexual harassment in coordination with the Equal Opportunity Office, for the Sexual Harassment/Assault Response and Prevention (SHARP) Program and address prevention and the Domestic Abuse/Violence Prevention Program; and is charged with collaborating with various state and national government agencies for outreach, policy, training, support and research.

TEMPORARY PROMOTION / INDEFINITE:
This position is advertised as indefinite. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision. An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. Physical Demands:
The work is sedentary. Requires some walking, standing, bending, and carrying of light items such as books, papers, and files.

Working Environment:
The work is performed in an office or similar setting requiring normal safety precautions against every day risk or discomforts. Overnight travel is required. Employee may be required to work other than normal duty hours.

  • Federal employment suitability as determined by a background investigation. The incumbent will be required to obtain and maintain a Secret security clearance.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Must undergo initial and periodic job suitability and credentialing assessments.
  • Must obtain and maintain current required certifications in self-aid buddy care and first aid.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Is able to receive the applicable Defense Sexual Assault Advocate Credentialing Program (D? SAAC- P) for SAPR and SHARP requirements and maintain accreditation through meeting annual refresher training requirements.
  • Must possess a valid state driver?s license and must qualify to operate government motor vehicles
  • Within 60 days of appointment to a Position of Trust and Moderate Risk, employee must have a favorable completion and awarding of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SARC employee.
  • Tier three (3) level background investigation, for appointment to a Position of Trust and Moderate Risk, before submitting the Defense Sexual Assault Advocate Certification Program (D-SAACP) Application
  • Within 60 days of appointment as a National Guard Title 5 Excepted Service, the qualified applicant must successfully complete VAC initial 80 or 40 hour training course, which is approved and evaluated to meet the D-SAACP requirements.
  • Within 120 days of appointment, AFTER the employee completes the required course programs, the employee must submit the DD Form 2950, ?Department of Defense Sexual Assault Advocate Certification Program Application Packet".
  • Every two years, in accordance with the D-SAACP, all National Guard Title 5 Excepted Service SARC employees must show proof of 32 hours of completed formal continuing education training (CET) to retain D-SAACP certification.
  • Prior to appointment as a NG Title 5 Excepted Service GS-0301 SARC or VAC employee, he or she must complete a medical physical, medical profile, and cleared drug test.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

Area 2 = All indefinite employees (NG T32/NG T5) within

Note : Because of the potential for legal or professional conflicts of interest, certain military reserves' occupational positions cannot serve as SARCs or VACs. These military positions' professional duties for sexual assault response conflict with the SARC's required duties.
a. Chaplain personnel and chaplain assistants are NEVER appointed as the National Guard Title 5 Excepted Service SARC or VAC employees because they have privileged communications granted in the DoD Chaplain Program.
b. Law enforcement personnel are NEVER appointed as National Guard Title 5 Excepted Service SARC or VAC employees because they have confidential limits in their roles to seek and document the truth of the crime.
c. Judge advocates and paralegals are NEVER appointed as National Guard Title 5 Excepted Service SARC or VAC employees because their legal responsibilities conflict with the SARC and VAC duties; and, may involve prosecution or defense of alleged offenders.
d. Commanders are NEVER appointed as National Guard Title 5 Excepted Service Wing SARC or VAC employees because their command responsibilities include focus on assessing the facts, functions, and accountabilities of the offender and the victim; and, these command duties conflict with the National Guard Title 5 Excepted Service Wing SARC and VAC duties that are focused only on providing support and resources to sexual assault victims.
e. Medical and Mental Health Providers are NEVER appointed as National Guard Title 5 Excepted Service Wing SARC employees because their clinical roles and medical treatment work may require contact with a sexual assault victim; and their clinical roles and their medical treatment duties and responsibilities directly conflict with the Wing SARC work requirements.

QUALIFICATIONS

SELECTED FACTOR: EDUCATION REQUIREMENT
Degree: Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline. In situations where the applicant's college transcripts did not indicate specific course requirements, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If the specific course requirements are not clarified, apply 24 hours of behavioral study, social science study, or a related study discipline as equivalent to a major field of study. The nature and quality of this required course work may serve as a prerequisite for more advanced studies in the field or subject-matter area. Related course work generally refers to courses that are accepted as part of the program major.

College degree coursework and pertinent volunteer experience, in fields associated with the social science program disciplines, are acceptable qualification elements only where it clearly provides applicants with the background education and competencies necessary for successful job performance such as, studies in the Sociology, Psychology, Social Welfare, Education, or Human Resources.

GENERAL EXPERIENCE: All on-board NG Title 5 Excepted Service employees assigned to Title 5 Excepted Service SAPR Program, must be certified at the next higher grade-level before considered as eligible for merit promotions to Series GS-0301 SAPR Program positions; and must have a minimum of ONE-year on-the-job experience in the grade immediately below the next higher level (GS-11).

SPECIALIZED EXPERIENCE : To qualify for the GS-12 SARC position, must have at least TWELVE (12) months military and/or civilian specialized working experiences, education, or training that resulted in competent and expert knowledge of the SAPR program's principles and practices. Must have experiences in completing SAPR procedures in regard to understanding the physical and/or psychological trauma of sexual assault and the investigative and legal aspects of adult military sexual assault. Specialized experience performing or supervising duties such as plans, directs, and systematically evaluates the sexual assault and domestic abuse/violence prevention program which is oriented toward the prevention and reduction of incidents within the state National Guard. Work requires a high degree of judgment in analyzing and recommending solutions to problems that adversely affects mission readiness, retention and unit cohesion. Judgment is applied in identifying priorities and advising management in regard to sexual assault prevention and response and domestic abuse/violence prevention issues. Experienced and competent in presenting formal and informal program briefings to senior leaders. Skilled in preparing written technical reports, briefings, and training plans for all levels of leadership that include data charts, training progress and coverage, with gap analysis reviews. Competent to instruct and facilitate the training of Sexual Assault Prevention and Response (SAPR) programs.

  • Prior to appointment as a NG Title 5 Excepted Service GS-0301 SARC, selectee must complete a medical physical, medical profile, and cleared drug test.

- Prior to final in-processing and appointment, the applicable unit commander or senior civilian supervisor must sign/certify in-writing that, if an applicant is appointed as a SARC and if this applicant is a reservist/traditional military member assigned to the State's National Guard medical group, medical detachment, or medical unit, his or her military medical or mental health clinical roles and task assignments, in health service, health care or patient administration duties, will NEVER require contact with a sexual assault victim. Also, as a condition of continued Title 5 Excepted Service employment, if the SARC or VAC employee is also a reservist or traditional military member, the SARC or VAC employee can NEVER conflict or compromise the SARC program protocols and business rule requirements, at any time and for any reason.
