Position Purpose

The Senior Systems Programmer provides senior level leadership in the programming, documentation, implementation, monitoring, and enforcement of all process and procedures for software system programming and testing. Ensures and oversees that operating systems and subsystems run smoothly to meet goals for availability, response time, reliability, and specific needs of user departments.

Senior Storage Administrator: Responsibilities include providing support for and administer the SAN/NAS environment to include any setup, upgrade, or configurations of hardware or software as they relate to the storage environment.
Manage the deployment/provisioning of storage and related tasks. Monitor SAN/NAS systems and endpoints including all incidents and requests developed by end-users and other support teams. Communicate and meet with Employees, managers, executives, vendors, and outside agencies to answer inquires and to resolve problems as they relate to storage. Troubleshooting - Provides analysis and interpretation of error codes and actions that are affecting the operation of Storage system. Develop work methods and procedures to improve workflow. Develop documentation and procedures related to the Storage environment. Provide Server support for the general server populations in assistance of other Server Team members, to include, but not limited to providing shared On-Call rotation services. Attend training for security issues and specific areas in the Storage environment to improve anything to do with the delivery and operation of storage to the City of Dallas. Work with management and/or Executive staff to align department actions and communications in support of agreed upon goals, through 1-on-1, team, and project meetings. Performs all other duties as assigned.

  • Experience using Storage Arrays Administrative console-Hitachi, Dell and Pure preferred.

Essential Functions

1 Administers all software applications and systems for the city providing senior level expertise and leadership to ensure support, development, troubleshooting, and implementation of effective software solutions; manages and oversees all of the City's Enterprise System's infrastructure.

2 Coordinates, facilitates, and performs all upgrades and changes to one or more operating systems or other wide area of systems programming such as disk space management or capacity planning to ensure effective computer utilization; serves as a lead programmer for lower-level programmers.

3 Installs or assists in installing new releases, upgrades, and fixes to assigned software and writes other system- level programs under direction of senior programmers to ensure effective processing.

4 Develops and writes complex program changes to systems-level programs to provide a smooth operating system and adequate data storage capacity; designs special file access or storage techniques, software and hardware interfaces, and interfaces to networks to
ensure effective information availability and updates systems documentation to reflect new installations, updates, and changes; develops and documents standards and policies for computer resource users.

5 Investigates, researches, and discovers new technologies and makes recommendations on applicability to City systems; assists in planning and implementing major upgrades or conversions to new methodologies to provide an efficient and up-to-date system for users.

6 Administers, manages, and monitors systems; programs, analyzes, and troubleshoots account, administration, client installation, upgrade and update of email systems, email record retrieval, and Public Folder administration; provides support for hand held devices used within the City and its departments.

7 Creates performance measures to monitor the usage of computer resources and designs programs to report these measures; assists in preparation of high tech procurement bid and contract documents to ensure suitable technical parameters are met.

8 Ensures that validated deliverables meet functional and design specifications and requirements to meet business needs; creates and delivers Traceability Matrix Test Summary Report; develops process changes to ensure continuous improvement across software systems.

9 Updates systems documentation to reflect new installations, updates, and changes; develops and documents standards and policies for computer resource users.

10 Performs any and all other work as needed or assigned.

11. Function as the technical expert in storage system implementation, upgrades, and integrations.
12. Design, improve and deploy technical and application solutions related to storage to meet business requirements.
13. Analyze business requirements to determine appropriate storage solutions.
14. Design, deliver and maintain storage solutions for a VMware/VDI environment
15. Provide capacity planning and forecast reporting
16. Work with backup teams to ensure proper backups are in place and running to protect storage environment
17. Maintain and monitor storage availability, capacity, latency, IOPS and overall performance.
18. Interact with network and systems engineers to proactively facilitate integration of storage arrays into enterprise infrastructure
19. Ensure that root-cause analysis is performed to identify and improve the environment during and after incidents
20. Storage solutions and sustainability by developing roadmaps to understand capacity, end-of-life, end-of-support and assist the City of Dallas with effectively maintaining their storage environment.
21. Perform tasks related to storage provisioning and host integration.
  • Tier 2 support in ticketing system

Minimum Qualifications

EDUCATION:
  • Bachelor’s degree in a computer science, MIS, science, math or business field.
EXPERIENCE:
  • Four (4) years administrative experience of the SAN/NAS environment for a mid-size to large company and combined experience in any of the following:
    • Experience in the management of Datastores used by Virtual environments.
    • Experience managing and maintaining various storage hardware.
    • Experience with monitoring SAN storage for the purpose of capacity planning
    • Must understand the administration of the Windows Server Environment
    • Developing and implement business application and technology solutions
    • Assessing enterprise and/or departmental business requirements
    • Providing governance and advise business partners/customers
    • Identifying technologies/ methods/ systems used to deliver solutions and improvements
    • Ensuring projects and development activities are fully aligned with the overall business strategic plan
    • Providing technical and non-technical communications and documentation
    • Life-Cycle management
EQUIVALENCIES:
  • High school diploma or GED plus eight (8) years of the required experience will meet the education and experience requirements.
  • An associate degree in any field plus six (6) years of the required experience will meet the education and experience requirements.
  • A bachelor’s degree or higher in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements.
  • A Microsoft Certified Systems Engineer (MCSE) Certification plus four (4) years of the required experience will meet the education and experience requirements.
  • A master’s degree or higher in a specified field plus two (2) years of the required experience will meet the education and experience requirements.
OTHER REQUIREMENTS:
  • No felony or class A misdemeanor convictions.
  • No class B misdemeanor convictions within the last ten (10) years.
  • No family violence convictions.
  • Cannot currently be on deferred adjudication for any felony, class A misdemeanor or class B misdemeanor charge.
  • Availability to work varying shifts (days, evenings, nights) including weekends, holidays and/or overtime.

The salary listed on this job posting is the entire salary range for the position; amount offered will depend upon qualifications.

For evaluation purposes, acceptable qualifying experience for all positions must
have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
