POSITION SUMMARY

The Sr Business Analyst works in the Finance Department and supports the payroll office. Incumbents should be knowledgeable of the payroll office needs and the related information technologies that assist in addressing those needs through technical support of various systems including the Oracle Peoplesoft application.


ESSENTIAL FUNCTIONS

Maintain system tables including time and payroll codes, account codes, configuration, etc.
Troubleshoot system issues and work with IT for resolutions.
Manage and facilitate requirements gathering.
Test system functionality to resolve system issues.
Implement and thoroughly test system changes.
Create system documentation for end user training.
Train end users in the payroll office and assist with creating training materials for enterprise-wide online training.
Provide support to users with processing time and payroll.
Program finance related reports – utilize various reporting software tools to create reports that meet the needs of management.
Write system specifications, build process maps, and capture both business and functional requirements for architects and developers to use.
Upon post implementation of projects, validate that the expected efficiencies, benefits, and outcomes were achieved.
Act as a liaison between the Department and County IT Services.
Serve as a mentor to BSA I’s and II’s in most or all essential functions; provide informal and formal training upon request within specific industry topics.

MINIMUM QUALIFICATIONS EXPERIENCE:
Minimum of four years of directly related experience.

Education:
Bachelor's degree in Information Technology, Business Administration, or related to specific assignment.

Combination of relevant education and relevant experience accepted?: Yes

Licenses and Certifications
  • May require a valid North Carolina or South Carolina driver's license

PREFERRED QUALIFICATIONS
Experience supporting an enterprise-wide payroll system.
Technical aptitude with ability to quickly learn new systems.

Experience writing SQL, using Microsoft Access, Excel v-lookups, etc.
Experience developing test scripts and performing validation.
Experience creating system documentation and providing end user training.
Strong analytical and technical skills.
Experience with Oracle Peoplesoft Payroll and Time and Labor administration
The incumbent must have a strong initiative, problem solving skills, & creative thinking ability.

Ability to work individually and in a team environment.
Demonstrated people skills and customer support skills.
General Accounting background.
