*Note: This is a Senior Level position (SL). Most senior level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS-15. The position duties are primarily leading teams and projects, and do not meet the SES functional criteria. The incumbent may be eligible for a recruitment incentive depending on experience and qualifications. Veterans preference is applicable for Senior Level positions that are opened to the public in the competitive service.

The Senior Advisor for Strategy and Engineering Solutions (SL) is under the Service Delivery Staff (SDS), within the Justice Management Division (JMD) - Office of the Chief Information Officer (OCIO) in Washington, D.C.

Primary responsibilities include but are not limited to:

  • Providing leadership and expertise in IT strategy, ideation, system design, planning, sourcing, integration, and performance evaluation for enterprise IT services for DOJ. Researching alternative new services or major changes to existing services.

  • Creating and implementing a vision for the DOJ's business solution portfolio leveraging cutting-edge cloud platforms and tools, shared responsibility delivery models, Dev/Sec/Ops methodologies and sound cloud architecture planning principles. The incumbent plays an integral role in supporting engineering decisions to establish and sustain cloud and legacy platform services to include the full range of application needs, artificial intelligence, data analytics solutions, shared cloud platforms providing Software as a Service (SaaS), Platform as a Service (PaaS), Application Platform as a Service (aPaaS) and Infrastructure as a Service (IaaS), Continuous Integration, Continuous Delivery (CI/CD) pipelines and associated development tools, collaboration platforms and outward facing web platforms.

  • Providing subject matter expertise regarding current and emerging IT solution capabilities, functionality, architectural planning considerations, feasibility constraints, integration requirements, and interoperability parameters to both internal engineering and delivery teams, as well as external partners across DOJ; Ensuring solutions align with DOJ strategic imperatives and deliver business value to the mission.

  • Serving as the primary DOJ OCIO advisor on enterprise IT strategy, system engineering, cloud architecture and platforms, data analytics, and artificial intelligence, as well as other emerging technologies that have a direct impact on improving the delivery of critical mission capabilities at the enterprise level.

  • Supporting internal DOJ policies and business practices which are aligned with all relevant federal laws, directives, and regulations including FISMA, FITARA, FedRAMP, and GAO among others. Provides authoritative interpretation and advice regarding federal and department IT policies, standards, and procedures.

  • Developing, planning, coordinating, and implementing technology architecture, service architecture, service catalogue and policy in SDS-specific areas. Interpretations, findings, and judgments form the basis for indicated official action or policy. These areas include items such as: cloud architecture and platforms, data analytics, application development best practices, and artificial intelligence. This is accomplished by working in conjunction with the SES Deputy Director, SDS Director, and DOJ component CIOs.

  • The incumbent actively participates in boards and committees as a representative of the Department in dealing with Department matters, which extend well beyond the assigned program responsibility. Builds the DOJ forward-leaning IT brand across various industries and environments by speaking at events, connecting with companies and non-profit organizations, and publishing articles and thought-leadership pieces.

Qualifications

To qualify for the position of Senior Advisor, Strategy and Engineering Solutions, you must meet the mandatory technical qualifications (MTQ) listed below. Your responses to the MTQs should be addressed separately (separate document), not to exceed two (2) pages per MTQ.

MTQ 1: Demonstrated technical knowledge of and experience with key aspects of Cloud-based platform solutions to include Software as a Service (SaaS), Platform as a Service (PaaS) and Infrastructure as a Service (IaaS); cybersecurity systems and regulations; Agile and DevSecOps methodologies; artificial intelligence implementations; data analytics capabilities, and enterprise systems integration.

MTQ 2: Demonstrated ability to plan and launch strategic planning and engineering activities across large, complex multi-component IT programs that may include multiple component organizations. Should include demonstrated experience and expert knowledge of enterprise-wide IT development methodologies, program management, systems engineering, risk management, and compliance.

MTQ 3: Demonstrated experience managing large and small public speaking events and implementing an organization's outreach strategy to support and advance an organization's mission. Well qualified candidates should have extensive experience in public speaking, drafting technical documentation and thought-leadership pieces as well as creating communications material.
