Summary:

The primary duties of this position are to administer services, repairs, maintenance and preservation of county roads and their attributes in compliance with State, Federal and County programs, and policies. This position manages the Crook County transportation system infrastructure for capital improvements and fleet services. The Road Superintendent administers and monitors the budget allotted to the department. This position will administrate and inspect all contracts and permits for the department. This position will maintain an awareness of and ensure compliance with all regulations, legislation, statues, laws, and administrative rules that govern engineering, construction, maintenance, and operations of County roadways. Also provides recommendations on new legislation as required. The Road Superintendent position will interface on a regular basis with County employees, outside agencies, and the public. This position also directs and coordinates staff in their duties and responsibilities.

  • Number of Employees Reporting to This Position: 15-20 FTE with approximately 5-7 seasonal staff members

Essential Functions:

  • Prepare, schedule, plan and supervise all construction, repairs, maintenance, and operations of county road department functions.
  • Responsible for the operation of the Road Department maintenance shop which provides services, repairs and parts for vehicles and heavy equipment.
  • Contacts FEMA and generates all necessary documentation for reimbursement.
  • Complete and submit applications for FEMA grants.
  • Supervise and dispatch employees for emergency call outs for storm events or roadway hazards.
  • Prepare, plan and supervise the repair, maintenance and/or replacement of all attributes under the jurisdiction of the road department.
  • Develops, presents, and administers the road department budget to remain within the prescribed parameters.
  • In cooperation with County Legal, research and gather necessary information to prepare quotes, bid documents and contracts.
  • Conduct yearly employee evaluations.
  • Conducts and maintains accounting of federal expenditures and completes annual federal reports.
  • Obtains all environmental permits as needed for specific projects–state, federal, wildlife, botany, DEQ, Army Engineers, Archeology, Historical, and Clean Water Act.
  • Review and approve construction plan for new development.
  • Inspects all new construction and oversees maintenance activities.
  • Obtains, manages, and approves requests for Over Dimension Permits.
  • Apply for all highway, bridge, and environmental enhancements funding through federal, state, and local agencies.
  • Manages pavement condition index and pavement ratings. Determines proper pavement treatments for surface longevity and establishes project estimates.
  • Mining administrator for County sites, manages mining reclamation of County managed aggregate locations, acquires proper DOGAMI permitting and monitors compliance.
  • Review and approve road approach permits for County accepted maintained roads.
  • Manages the Drug and Alcohol Policy and the drug testing for CDL holders within the County. Ensures that Federal Motor Carrier Regulations are followed by the County CDL holders.
  • Manages Road Department personnel records.
  • Developments, implements and enforces policies and standards for the Road Department.
  • Perform all other duties as assigned by the County Judge and/or County Court.
  • Serve as primary contact for the administration of the Road Department’s Collective Bargaining Agreement.
  • Serve as primary contact for intergovernmental cooperative agreements ensuring continuous dialogue with officials from State and Local agencies.
  • In coordination with applicable Crook County Departments, the City of Prineville, and other State and Federal agencies, maintain a Continuous Improvement Program outlining the Road Department’s annual anticipated projects and budget needs.
  • In the event of a community emergency, serve as primary contact for Road Department Operations.

Skills, Knowledge, and Abilities:

  • Ability to plan, organize and coordinate several projects at any given time.
  • Ability to effectively supervisor.
  • Excellent verbal and written communication skills.
  • Knowledge of Microsoft applications including Word, Excel, and Outlook.
  • Ability to effectively assess the skills and abilities of staff members in order to carry out projects.
  • Ability to effectively work with employees at all levels of the organization.
  • Ability to work with the public in order to effectively address complaints and concerns.
  • Knowledge of Federal, State and County requirements for road repair and maintenance.
  • Effective cost planning abilities and government budget administration
  • Knowledge of and ability to write grants.
  • Knowledge of equipment involved in road maintenance and repair.
  • Ability to travel as needed.
  • Available on a 24-hour basis, as needed.

Qualifications:

  • Minimum of a High School Diploma.
  • Minimum of 5 years’ experience in a road department/public works environment.
  • Minimum of 5 years supervisory experience.
  • The following certifications and/or experience is preferred: Applicant must be willing to obtain all necessary certification within time frame determined by County.
    • Civil Engineering experience
    • Survey experience
    • ODOT Inspector Certification/QC-QA
    • Storm Water Certification
    • Environmental Management

Position Details:

  • The duties outlined in this job description are not all inclusive and additional duties and tasks will be assigned as required.
  • Position is NOT part of the Collective Bargaining Agreement (CBA), and Association Representation does not apply; However, Salary Schedule, COLA increases, insurance benefits, PTO and Sick benefits, as well as retirement contributions shall be calculated using the same criteria as the terms outlined for CBA members.
  • This position is considered “safety sensitive” and as such, is subject to initial drug testing and continued random drug testing.
  • The work location is Crook County Road Department.
