This position is within Austin Energy’s Business Performance Quality Improvement(BPQI) division. BPQI is an internal consulting team that collaborates with Austin Energy’s business units, functional organizations, and Quality Management System to continuously improve the value of services, and information. The successful candidate will be required to partner with these stakeholder groups to ensure that process development and the maintenance of an effective quality management systems conforms to industry standards.

In performing this role, the successful candidate will be responsible for analyzing current-state and future-state business environments, facilitating cross-functional business planning efforts, leading systematic problem solving approaches, identifying cross-functional continuous (optimization) and breakthrough (innovation) improvement opportunities, auditing/monitoring operational work processes, and escalating issues, observations, and help needed to relevant leadership.

Work Schedule:
  • This position is categorized as Essential Personnel with the City of Austin. Essential staff are required to work during emergencies or bad weather if they are scheduled to work and, in some cases, when they are not scheduled. Essential employees ensure the continuance of key operations for the City of Austin.
  • Work hours may include after hours, holidays and weekends.
  • Shifts may change according to departmental needs.
  • Employee may be required to work additional hours outside of regular work schedule.

Preferred Qualifications
Preferred Experience:
  • Experience performing business process improvement, quality assurance, and/or quality control.
  • Experience working with organizations certified to ISO-9001 Quality Management Standards.
  • Experience implementing Kaizen, Lean Six Sigma, or other methodologies for process innovation.
  • Experience auditing processes and/or programs.
  • Experience managing projects.
  • Intermediate proficiency in MS Office Suite (including Word, Excel, PowerPoint, Access, Outlook).

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Collects, analyzes, and oversees data entry on relevant quality performance indicators or measures.
  • Maintains a database in order to perform trend analysis and provides statistical reporting of trends, other quality reviews, and associated activities.
  • Monitors and evaluates appropriateness of facility quality management plans and practices.
  • Designs, schedules and conducts quality reviews as appropriate to the facility or service; performs or coordinates chart and/or other medical record reviews and records and/or abstracts specific relevant data as appropriate.
  • Coordinates the development or various reports regarding performance of quality indicators or measures.
  • Participates in the planning, development, coordination, and presentation of specific training and educational programs as appropriate to the quality management needs of the facility or service.
  • Collaborates and consults with other associated facilities regarding current quality management issues and activities.
  • Provides quality and compliance assessments of third parties and recommends solutions.
  • Reviews, analyzes and ensures compliance with all related local, state, and federal laws and guidelines.
  • Prepares work papers, summaries, and reports.
  • Provides guidance and recommendations to management in the development and completion of the performance based budget measures.

  • Knowledge of research methodologies, cost/benefit analysis, statistics, and financial models.

  • Knowledge of quality review practices and procedures.
  • Knowledge of performance based measurements and competitive analysis.
  • Knowledge of municipal finance and accounting.
  • Skilled in communication both verbal and written.
  • Skilled in team dynamics.
  • Skilled in negotiation of projects and programs.
  • Skilled in engaging stakeholders and facilitating accurate requirements to capture and manage stakeholder’s expectations.
  • Ability to assess current operations on an ongoing basis and implement required changes.
