Under the general supervision of the Division Commander and task supervision from the duty Sergeant, receives and transmits emergency and administrative messages, over a combined police, fire, and medical emergency communications system; maintains alarm system records, incident and log files, and performs related clerical tasks.DESCRIPTIONA Public Safety Dispatcher works in the Communications Division of the Simsbury Police Department. The dispatcher is responsible for a host of communication services to include, but not limited to; Emergency 911 calls, Emergency Medical Dispatching, answering and making routine telephone calls, radio communications to police, fire, ambulance and other personnel/agencies, dispatching and coordinating resources, electronic and paper documentation, electronic and paper queries and input, facility and prisoner monitoring, etc. MINIMUM QUALIFICATIONSCandidates are required to speak and understand the English language clearly, effectively communicate and elicit information and work well with others. They must possess strong customer service and problem resolution skills. They are required to be able to operate a variety of technology, multi-task and work under stressful conditions. A dispatcher will be required to successfully pass a training program, pass and retain multiple technology and communication certificates/training. Minimum eligibility requirements at time of hire are: 18 years of age or older, high school graduate or GED. Testing will include a written exam through the CT Police Chief's Association (CPCA), an oral board exam, an extensive background investigation, a psychological exam, a medical exam and a controlled substance screen. EXAMPLE OF DUTIES
ESSENTIAL JOB FUNCTIONS: Receives telephone calls for police, fire, medical emergency or other emergency services.Dispatches police, fire and medical emergency vehicles and personnel.Operates two-way radio in maintaining constant contact with dispatched vehicles.Radios backup police services, as needed.Receives and transmits orders and instructions using appropriate code language to police officers at incidents and transfers backup units as necessary.Monitors fire and medical calls and relays information, as needed.Provides network coordination to police, fire, medical, State Police and adjacent Town Police by radio.Uses computer terminal to input, retrieve and transmit information from state COLLECT system and National Crime Information System.Enters and retrieves incident and intelligence information by computer terminal in an electronic filing system.Manually maintains various activity and security logs.Monitors prisoner cells and building security system by television.Receives animal complaints and road emergency calls and transmits messages to responsible persons.Dispatches public works vehicles, as required.Monitors teletype system for significant information and informs shift commander of same.GENERAL DUTIES: Receives routine telephone calls for police and municipal information.Provides general information to the public.Relays information to other Town Departments, utility companies and wrecker services.Receives oral or written instruction from unit supervisor or duty sergeant.Plans, organizes and performs work according to standardized procedures and procedures of department.Establishes priorities within work assignment.Reports work accomplished to supervisor.Performs related tasks, as required.Monitors individuals in holding cells for proper conduct, safety, and medical or other needs.Assists in training new employees.Monitors flood warning system.Maintains dispatch center work area and equipment in clean and working condition.

SUPPLEMENTAL INFORMATION
PHYSICAL AND MENTAL EFFORT AND ENVIRONMENTAL CONDITIONS: Physical and emotional stability to work under stressful conditions.Works in office setting subject to continuous interruptions and background noises.Ability to sit at a desk and work continuously for extended periods of time.Includes exposure to video display terminals on a daily basis.Ability to lift and/or move up to 10 pounds.Ability to operate equipment requiring eye and hand coordination.Ability to hear based on puretone threshold between 0-25 decibels, frequency from 500 through 3000 cycles.Specific vision abilities required by this job include close vision correctable to 20/20, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.Ability to clearly and distinctly pronounce words.Ability to work evenings, weekends and holidays.REQUIRED MINIMUM QUALIFICATIONS: The skills and knowledge required would generally be acquired with graduation from high school, completion of State of Connecticut Telecommunicator Training (or equivalent) and two (2) months on-the-job training. Prior radio communications or police dispatch experience desirable. No record of criminal law conviction. CERTIFICATES REQUIRED: Certification as Public Safety Telecommunicator.COLLECT police computer system training and certification.EMDNOTE: The above tasks and responsibilities are illustrative only.
