The Position

This recruitment is available to existing City of Calistoga employees (excluding temporary employees).

The Public Safety Dispatcher Supervisor supervises, plans, schedules, assigns and reviews the work of the public safety dispatchers. Oversees record keeping systems and proper classification of police crime reports; accurately and timely completes statistical reports. As a supervisor, participates in the development of dispatcher center/records goals, objectives, and policies; evaluates employee performance and coaches/counsels employees; trains staff; monitors operations and activities of the unit; and identifies opportunities for improvement.

The Dispatch Supervisor manages and supervises the Calistoga Police Dispatch services and the Records Bureau. Budgeted dispatcher staffing consists of four full-time dispatchers and three part-time dispatchers.

Dispatch services includes radio dispatching officers and fire personnel, fielding incoming phone calls on business and emergency (911) lines, monitoring local agencies radio traffic, and accessing state, federal, and local databases for police officers in the course of their investigations. Dispatchers notify on-call public works employees when needed, activate the City’s on-call emergency contact lists, draft and send out Community Nixle messages, and conduct the monthly City Emergency Siren System tests and activates this system during emergencies. Dispatchers also handle all front counter contacts, monitors alarms and security cameras in addition to providing records services.

Records Bureau is the responsibility of the Dispatch Supervisor and is highly technical and closely regulated by state law concerning dissemination and state mandatory reporting of crime reports, criminal offender information, and public access rights. These functions include complying with the National and California Incident Based Reporting Systems (NIBRS/CIBRS), Domestic Violence and Hate Crime reporting to the Department of Justice, responding to Public Records Acts requests, and other state mandated reporting, The Records Bureau maintains files of police reports, citations, and other correspondence.

The Dispatch Supervisor position currently works a 4 days per week, 10 hours per day schedule (“4/10” schedule) but works a 12 hour shift when covering a dispatch shift; evening, weekend, and holiday work may be required. The 4 day 10 hours work schedule is subject to change based on operational needs. This position reports to the Chief of Police.


The Ideal Candidate Will

  • Be an experienced public safety dispatcher with knowledge of the operation of radio and communication equipment.
  • Knowledge of the City of Calistoga's geography.
  • Receive, clarify, record and input oral and written communications accurately.
  • Remain calm under stressful circumstances.
  • Apply principles of supervision to solve practical personnel problems.
  • Train staff.
  • Evaluate the overall workflow of the communications center and public safety providers, and make recommendations or decisions based on that workflow.
  • Provide a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Build and maintain a cohesive working environment.

The City of Calistoga is a full-service city providing a full range of services including police and fire protection; planning activities; code enforcement and building inspections; park facilities, aquatics, and recreation programs; construction and maintenance of streets, public buildings, and other infrastructure facilities; water production and distribution; and wastewater collection, treatment, and recycling.


Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to the completion of the twelfth (12th grade).
  • Five years of increasingly responsible public safety dispatching experience, combined with routine and clerical responsibilities.
  • Some supervisor or lead experience is desirable.

Possession of the following certificates is required at appointment:

  • POST Public Safety Dispatcher certificate.
  • POST Records Supervisor certificate (required before the probationary period ends).
  • POST Civilian Supervisor course is desirable.


Benefits

The current salary range is $6,525 to $7,929 per month, and is eligible for overtime.

  • The City is part of the CalPERS retirement system. Classic employee formula is 2% at 60. (Some Classic employees may be participants in the City's 2.5% at 55 formula.) PEPRA employees hired after January 1, 2013, or Classic employees with a 6-month break in service are eligible for a 2% at 62 formula.
  • Participant in Social Security.
  • Medical/Dental/Vision plans (City pays 90% of premiums)
  • 80 hours Vacation Leave, increasing in year 4 to 100 hours and in year 7 to 160 hours
  • 96 hours Sick Leave per year
  • 13 holidays per year; time worked on holidays is pad at the overtime rate
  • Life Insurance provided at 1x annual salary
  • 2.5% incentive pay for possession of POST Public Safety Dispatcher certificate, Bachelor's Degree, or 120 units of college credit (5% maximum incentive pay).

Upon promotion, placement within the Public Safety Dispatcher Supervisor's salary range is at the first salary step that provides the promoted employee a five percent (5%) or greater pay increase.
