Description

This is a highly technical role that functions at a high skill level and exercises independent direction and judgment. This position independently formulates and defines system scope and objectives through research and fact-finding to develop or modify complex information systems. This position displays competence to work on most programming/DBA/interface/web activities without immediate supervision and is able to clearly communicate project status and risks to stakeholders as necessary while acting as a role model and mentor to junior analysts. This position designs, develops, documents, analyzes, tests or modifies systems using various programming languages. This position has a thorough understanding of the decision support software available and understands how to query and modify it. This position conducts/oversees system testing and validation by developing and maintaining testing protocols and participates in system integration testing while maintaining documentation of issues and resolutions.

  • Software Application Administration
    • Manages assigned software applications by supporting and guiding customers in the maintenance of software functions, tools, tables or dictionaries.
    • Responds to and logically troubleshoots / debugs software problems.
    • Identifies and resolves or escalates and communicates operational failures to the necessary parties, e.g. technical services, vendors, IT Management, stakeholders etc.
    • Gathers, analyzes, recommends and submits software application enhancements to vendors with stakeholder approval.
    • Assumes responsibility and acts as project manager for all software application upgrades, patches / or STI activities
    • Proactively monitors the performance of software applications or related services, e.g. ad hoc files, databases, etc., and resolves or escalates any problem situation.
  • Business Analysis
    • Interprets, analyzes and documents customer business practices and workflows as they relate to the implementation and delivery of new information products or services
    • Seek business process improvements by working with customer to identify best practices and / or software application enhancements.
    • Exercise creativity and resourcefulness to gather information; network with fellow vendor clients; conduct product searches; pursue software application enhancements in the pursuit of business process solutions.
    • Recommend, document and communicate business practice resolutions.
    • Acquire stakeholder sign-off; and complete preparations for implementation and / or transition
  • Accountable for the achievement of results.
    • An agent for transformation.
    • Works with management and Human Resources staff to enhance processes and define new responsibilities for employees working in the re-engineered processes.
    • Instrumental in process re-engineering and involved in change management.
    • Achieves the results specified in the requirements documents.
  • Project Management
    • Understands and utilizes project management principles to facilitate implementation and delivery of new information products or services.
    • Conducts project management activities in accordance with the departmental project management model.
    • Employs the use of project management tools, when applicable, to facilitate the implementation and delivery of new information products or services
  • Participates in the management of information as outlined in the JCAHO Standards
    • Contributes to Information Management planning.
    • Contributes to the maintenance of confidentiality and security.
    • Contributes to the effective management of processes.
    • Provides decision support information.
    • Contributes to making knowledge based information readily available

  • Specialty Essential Functions:
  • Performs complex and detailed analysis of user requests and then designs, codes, tests, documents, and delivers a quality product with zero defects.
    • Interprets user needs, collaborates to determine best possible solution and if necessary guides the customer to best solution.
    • Educates primary user on the appropriate use of newly developed solutions.
    • Delivers product on time and with zero defects.
  • Develops appropriate solutions as needed for success of development plan.
    • Executes implementation or development plans, documenting and tracking issues and resolutions throughout the implementation process.
    • Investigates and problem solves implementation issues related to various software applications.
    • Accurately tests resolutions prior to release to systems users.
    • Prioritizes efforts to effectively and successfully satisfy multiple simultaneous deadlines.
    • Participates as knowledge expert on project teams.
  • Assembles implementation teams and/or participates on other project teams
    • Functions as the team leader and/or participates on other implementation teams. Organizes and drives vendors and team members to achieve quality project results on time and within budget
    • Guides stakeholders in devising approaches to achieve project objectives.
    • Accepts accountability for project outcomes and deliverables.
    • Utilizes IT project management principles in the day to day role as project lead.
  • Maintains custom/developed software code and data for developed programs in house and/or vendor created.
    • Analyzes, develops and tests custom software to support EH objectives.
    • Modifies custom software for performance and workflow changes as needed.
    • Assists with ensuring data integrity and system stability by proactively monitoring system performance.
  • Ensures quality project deliverables by successfully testing prior to delivery.
    • Familiar with user workflow and works with users to determine and implement best practices as related to the appropriate use of various systems applications
    • Collaborates with users and vendors to successfully test newly developed solutions prior to roll out
    • Ensures specifications are fully satisfied and user satisfaction is achieved.
  • Supports system by performing necessary updates and backend changes.
    • Active participant in upgrade analysis, implementation, testing and validation.
    • Analyzes packages for integrity and communicates installation dates.
    • Develops custom CCL reports that improve patient outcomes aligning with EH Mission, Vision, and Values.
    • Performs expert level research in support of EH projects to ensure project team is aware and understands data options.
    • Assists in issue management for high-level complex analyst issues.
  • Efficiently resolves problems.
    • Responds to off hours emergency requests for IT system support.
    • Identifies and escalates issues to higher IT staff levels or management when necessary.
    • Takes initiative to be proactive and solve problems before they become issues.
    • Marginal Functions: Defined as duties that are not essential in nature and do not take a considerable amount of time to complete (less than 10%).
  • Accurately documents time.
  • Ensures key stakeholders are aware of system changes.
  • Assists with identifying cost savings opportunities and methods of measurement for customer departments.

Education:

  • Completion of Bachelor’s Degree in a Related Field
  • This requirement may be waived in lieu of equivalent experience.

Certification / Licensure / Regulation:

  • Act 34-PA Criminal Record Check from the PA State Police system

Prior Experience:

  • Related training/experience (preferably within the past five years)
  • Two years minimum experience with at least 1 report writing language.
