Job Summary:

Ensures that purchase orders are fulfilled by strategically planning the receiving and reviewing of requisitions, placing complex and long-term purchase orders, and overseeing the fulfillment or recall of requested items. Negotiates pricing terms and conditions by strategizing on the soliciting and analyzing of quotes to obtain favorable pricing and contract terms. Complies with all relevant regulations, establishes policies, procedures, and best practices to manage compliance monitoring and education, and drives corrective actions. Examines highly complex and long-term issues with order fulfillment and strategizes on claims with suppliers. Communicates requirements and purchase order updates, and provides insight on market conditions by driving research on potential sources of supply and products. Manages operational vendor performance by proactively monitoring adherence to contracts and other criteria, as well as fostering long-term partnerships and negotiating improvements for broad initiatives with existing vendors. Manages resources by driving advanced analysis and coordination of strategic inventory activity.


Essential Responsibilities:


  • Prepares individuals for growth opportunities and advancement; builds internal collaborative networks for self and others.   • Oversees the operation of multiple units within a department by identifying member and operational needs; ensures the management of work assignment completion; translates business strategy into actionable business requirements; ensures products and/or services meet member requirements and expectations while aligning with organizational strategies. Gains cross-functional support for business plans and priorities; assumes responsibility for decision making; sets standards, measures progress, and fosters resolution of escalated issues. Communicates goals and objectives; analyzes resources, costs, and forecasts and incorporates them into business plans; prioritizes and distributes resources. Removes obstacles that impact performance; guides performance and develops contingency plans accordingly; ensures teams accomplish business objectives.

  • Provides insight on market conditions and their effect on purchasing power by: developing advanced methods to research and identify possible new sources of supply and products, and engaging others on the team to implement; and promoting expert knowledge of the latest product information, uses, and purchasing trends in several diverse areas.
  • Resolves issues with purchase order fulfillment by: examining highly complex and long-term issues with purchase orders (e.g., back orders, late deliveries, product recalls) for broad initiatives; and conducting strategic planning for claims with suppliers to obtain refunds or replacements for items not conforming to purchase specifications and ensuring appropriate credit is received.
  • Serves as an information resource by: communicating expert knowledge in several diverse areas regarding the requirements, specifications, quantity, and quality of merchandise and delivery schedules; and keeping internal and external stakeholders abreast of updates in the fulfillment of purchase orders for broad initiatives as an expert internal and external consultant.
  • Negotiates pricing terms and conditions for procurement activities with vendors when no contract is in place by: developing advanced strategies for soliciting and analyzing quotes for supplies, equipment, and services; and leveraging expert knowledge of the product domain and market in several diverse areas to obtain favorable pricing and contract terms.
  • Ensures that purchase orders are fulfilled by : conducting strategic planning for receiving requisitions for supplies, equipment, and services, including technical, specialized, and high-cost items; developing advanced processes for reviewing requisitions for accuracy (e.g., nomenclature, specifications, accounting codes, approval authorization, approved vendors, chart of accounts); placing highly complex and long-term orders with vendors and/or sales representatives for broad initiatives; and guiding the highly complex fulfillment or recall of requested items.
  • Complies with state and federal regulations, and company policy/procedures pertaining to purchasing by: developing innovative strategies for applying best standards and practices; establishing policies and procedures for compliance monitoring (e.g., Joint commission, Sarbanes-Oxley [SOX]) and performance management audits to ensure staff performance is consistent with established standards; building advanced strategies for improving the implementation of corrective action and the resolution of deficiencies as necessary on a timely basis and in accordance with company policy; and developing advanced strategies for improving the educational and training programs for managers/product users.
  • Manages resources by: planning strategic and long-term inventory levels for broad initiatives; developing advanced strategies to analyze and interpret inventory activity reports to execute forecasts and projections; and coordinating with Supply Chain Management to ensure maintenance of strategic and long-term inventory levels for broad initiatives.
  • Manages operational vendor performance and vendor relationships by: monitoring vendor adherence to highly complex and long-term vendor performance criteria, bidding requirements, and procedures for broad initiatives; developing advanced strategies to monitor vendor compliance with contracts; developing advanced strategies for fostering partnerships between KP and vendors; and negotiating improvements in vendor performance in response to highly complex and long-term contract non-compliance or fulfillment issues for broad initiatives.

Minimum Qualifications:


  • Minimum four (4) years of experience managing operational or project budgets.
  • Minimum four (4) years of experience in a leadership role with direct reports.
  • Bachelors degree in Business Administration, Health Care Administration, Supply Chain, Finance, OR related field AND Minimum eight (8) years of experience in purchasing, inventory management, distribution operations, procurement or directly related field OR Minimum eleven (11) years of experience in purchasing, inventory management, distribution operations, procurement or a directly related field.
