Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Senior Procurement Officer in the Procurement Management unit. The selected competitive candidate will provide exceptional delivery of services to the agency’s Procurement and Contract Management Division.

Job responsibilities will include, but are not limited to:

This position serves as a Senior Procurement Officer and supports all aspects of the agency's procurement activities by providing consistent and accurate service to agency staff in compliance with DMAS internal policies and procedures.

Consult with DMAS divisions on solicitation development and assist with contract closeout/re-procurement strategy.

Use highly complex procurement management evaluation tools to promote operational efficiency and effectiveness throughout the contract management lifecycle.

The incumbent independently provides technical procurement assistance, guidance, and recommendations to DMAS division teams, for improving procurement-related transactions.

The incumbent will coordinate with stakeholders on procurement activities, promote transparency and assist in maintaining the highest ethical standards.

Reengineer business approaches between stakeholders and suppliers to improve strategic operations.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive work-related knowledge of public procurement policies, regulations, and procedures, including the development and management of complex contracts.

Must function independently, successfully and handle multiple priorities and function effectively in a fast-paced, challenging environment.

Extensive work- related knowledge in executing procurements using Competitive Negotiation (RFP) and Initiation for Bid (IFB) procurement methods.

Demonstrate knowledge and experience with leading complex project management teams and improving business processes.

Must develop, negotiate, and manage large scale/high-risk procurements (Request for Proposals - RFPs) and possess strong contract management skills and techniques.

Must establish and maintain an effective working relationship with PCMstaff, contract administrators, division management, executive management, other state agencies and suppliers.

Must effectively communicate orally and in writing.

Must develop, analyze, interpret, and implement procedures.

Excellent problem/challenge identification and solutioning skills required.

Excellent interpersonal skills to motivate, mentor, and train others; and promote teamwork is required.

Requires a Virginia Contracting Officer (VCO) certification.


Preferred Qualifications:

Competitive candidates should meet these preferred qualifications:

Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO).

Extensive work-related comprehensive knowledge of procurement law, including Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM), the VITA BUY-IT manual.

Graduation from an accredited college or university with a major in contract or federal acquisition management, business administration, public administration, accounting, or related field.

However, extensive years of experience in procurement contracting and contract may substitute for advanced degree.

Health care/medical/insurance experience.
