ABOUT THE POSITION
The Pre-Trial Services Unit (PTSU) Analyst will be responsible for managing the implementation of a pre-trial case management system for PTSU staff. The incumbent will coordinate implementation activities with project managers from the Court Technology Services and the case management system vendor. The PTSU Analyst will report to the PTSU Manager and will partner with internal and external stakeholders to identify critical conversion activities, create project documents, and execute the project plan, including submitting quarterly reports to the Judicial Council of California (JCC).

Examples of Duties

Oversees conversion project and its impact on PTSU operations including the creation of various project documents such as a project plan, functional requirements document, user acceptance testing plan, communication and training plans, cutover strategy, risk register, and project close out.

Plans and leads project management efforts by ensuring fiscal, strategic, operational, and other applicable policies, procedures and laws are followed.

Participates in planning meetings, understands essential business processes affecting system functionality, and collaborates with subject matter experts in making CMS policy and procedural recommendations and decisions.

Establishes, administers, and coordinates project controls by establishing and monitoring compliance with schedules; consolidating data from diverse resources for analysis and reporting of variances to ensure quality and cost controls.

Oversees the development, planning and delivery of training, as well as the maintenance and creation of policies and procedures. Participates in meetings where key changes affecting training and written procedures are discussed.

Leads the development and execution of a user acceptance testing plan; coordinates internal and external testing resources and timelines.

Leads and motivates assigned unit to ensure operational needs are met by demonstrating strong leadership, fostering a culture of collaboration and partnership with peers and other units.

Prepares reports by compiling, evaluating, interpreting, and reporting on current and projected results of operational/financial/administrative activities.

Provides judicial leaders and executive management with accurate information, alternatives, and recommendations by assembling and analyzing both current and historical operational data.

Understands and complies with federal, state, and Judicial Council requirements by studying existing and new requirements; enforces adherence to requirements; files required reports; and advises administration on necessary actions

Contributes to team effort by performing highly detailed work on multiple concurrent tasks under strict deadlines.

Effectively represents judicial leadership and higher-level management in meetings with judges, staff and with other entities as delegated.

Attends and participates in professional and various Court meetings; stays abreast of new trends, innovations and laws in the field(s) of court operations; and performs related assignments within area of responsibility.

Additional Position Information:
Operations Analyst I is the entry level classification in the Operations Analyst series. Incumbents perform analytical and administrative work on specific operational matters with impact limited to a particular activity or function. Successful completion of the one (1) year probationary period results in advancement to Operations Analyst II with full performance level responsibilities. There is no permanent status at Operations Analyst I.

Operations Analyst II is the journey level classification in the Operations Analyst series. Incumbents perform complex analytical work or program management responsibilities in areas which may have court-wide impact.

Minimum Qualifications

EXPERIENCE:
Operations Analyst I
Two (2) years of experience years performing analytical work and/or complex program or project duties in the area of pre-trial services, detention release and/or court criminal operations

Operations Analyst II
Three (3) years of experience years performing analytical work and/or complex program or project duties in the area of pre-trial services, detention release and/or court criminal operations
- OR -
One (1) year as an Operations Analyst 1

EDUCATION (both levels):
High school diploma or GED equivalent

DESIRED EDUCATION:
Bachelor's degree from an accredited college or university in the fields of business, public administration, criminal justice, finance, economics, organizational leadership or a closely related field. Certification from the Institute of Court Management or Judicial Administration program

DESIRED EXPERIENCE:

  • Experience project management skills in implementing case management systems
  • Understanding of pretrial services within the criminal justice system
  • Strong interpersonal skills.
  • Extensive experience in working with and supporting leadership team (judicial and administrative)
  • Ability to thrive within the unit and work collaboratively with various units within the organization.
  • Comfortable working with various levels of staff (e.g., from judges and court executives all the way down to line staff).
  • Strong verbal and non-verbal communication skills and ability to present to a group,
  • including judges, executives, managers, and justice partners.
  • Knowledge of the principles and practices of court administration

MEDICAL INSURANCE: Employees have an option to enroll in one of five medical plans; three HMO's (Cigna Select, Cigna Choice, and Kaiser Choice) and two PPO's (Wellwise Choice or Sharewell Choice), both administered by Blue Shield. DENTAL INSURANCE: The Court pays the premiums for Indemnity dental plan. Co-payments, deductibles, and caps on major dental services apply. Spouse and unmarried children less than 19 years old are eligible dependents (children under age 25 if full time student are also eligible).

VISION INSURANCE: Employees may elect to enroll in a voluntary vision plan administered by MESVision. Coverage may be purchased for employee, spouse, and dependent children.

LIFE INSURANCE: The Court pays for employee basic life insurance policy of $100,000. Additional voluntary life insurance can be purchased for employee, spouse, and dependent children.

ACCIDENTAL DEATH AND DISMEMBERMENT (AD&D) INSURANCE: The Court pays for employee basic AD&D insurance policy in the same amount as term life insurance. Additional voluntary coverage can be purchased for employee and family.

SHORT-TERM DISABILITY (STD) PLAN: The Court provides STD which provides 60% of regular monthly income (no maximum) for 12 months (reduced by income from other sources). Benefits begin after all sick leave has been used or 7 days, whichever is greater. The Court continues to pay same amount of medical, life, and AD&D insurance premiums while employee is receiving STD benefits.

LONG-TERM DISABILITY (LTD) PLAN: The Court provides LTD which provides 60% of regular monthly income (up to a maximum benefit of $20,000 per month) until age 65 if the employee is not able to return to work similar occupation (reduced by income from other sources). Benefits begin immediately after STD expires.

OTHER VOLUNTARY BENEFITS: Employees may elect to enroll in additional voluntary plans administered by Colonial Life. Available plans include Accident Insurance, Critical Illness/Cancer Insurance and Hospital Confinement Insurance. Coverage may be purchased for employee, spouse, and dependent children.

LONG-TERM CARE: CalPERS Long-Term Care coverage is available to current and former California public employees, retirees, their spouses, parents, parents-in-law, children, siblings (including stepbrothers and stepsisters), grandparents, grandchildren, nieces, nephews, aunts, uncles, sons-in-law, daughters-in-law between the ages of 18 and 79 when they apply. Eligible family members may apply even if the public employee or retiree who makes them eligible does not apply or is not approved for coverage.

OPTIONAL BENEFIT PLAN (OBP): The Court provides employees $3,500 per calendar year (pro-rated for new employees) which can be received as cash (taxable) or allocated to several benefits ranging from health, County 457 Defined Contribution Plan and AD&D premiums (non-taxable).

RETIREMENT: Defined Benefit, fully qualified plan based on the County Employees Retirement Law of 1937 (Government Code Section 31450 et. al.). Employee and Court contributions are based on several variables including age, hire date, and salary. The plan is administered by an independent agency, Orange County Employees Retirement System (OCERS), and has reciprocity with various California systems. Currently, eligible new employees hired on or after January 1, 2013, will be enrolled in a defined benefit retirement plan referred to as Plan T (1.62% at 65 formula). *If you were employed by an OCERS employer or reciprocal agency prior to January 1, 2013, you have less than a six-month break in service, and reciprocity is established, you may be eligible to select from two other retirement pension formula options (Plan J or Plan P).   • The Court has negotiated a retirement plan enhancement that is pending OCERS Board approval. If approved, it is anticipated that eligible employees currently hired and enrolled in Plan T will be enrolled in Plan U (2.5% at 67 formula). in mid to late 2023.

DEFERRED COMPENSATION: Optional deferred compensation 457 & Roth 457 Deferred Contribution Plans are available.

VACATION ACCRUAL: 0-3 years, 120 hours per year; 4-9 years, 160 hours per year; 10 or more years, 200 hours per year. Maximum accrual of hours: 0-9 years, 360 hours; 10 or more years, 480 hours. Part-time employees accrue vacation on a prorated basis.

HOLIDAYS: 14 paid holidays per year.

SICK LEAVE: 0-3 years accrue 72 hours of sick time per year as full-time employees. After 3 years, full-time employees accrue 96 hours per year. Part-time employees accrue sick leave on a prorated basis. Unlimited accrual. Some sick leave maybe converted to cash or vacation time.

COMP TIME: All employees receive compensatory time every March. Full-time employees receive 4 hours and part-time employees receive 2 hours.

BEREAVEMENT LEAVE: 5 days of paid leave per qualifying instance.

UNEMPLOYMENT INSURANCE: The Court pays into county administered insurance fund.

WORKERS' COMPENSATION: Administered by the Judicial Council's, third party administrator.

EDUCATION REIMBURSEMENT: Court reimburses up to $3,500 per year of tuition for approved, necessary courses, subject to availability of funds.

FEDERAL STUDENT LOAN REPAYMENT AND FORGIVENESS PROGRAMS: Employees of the Court may be eligible for Federal Student Loan Repayment and Loan Forgiveness Programs. The Court offers access to GotZoom services at discounted rate; a service provider that identifies, enrolls, and annually re-certifies employees into eligible student loan repayment/forgiveness programs

BILINGUAL PAY: Available at additional $0.58/hour for selected classes in selected positions.

EMPLOYEE ASSISTANCE PROGRAM (EAP): Court offers EAP confidential services to assist employees with marital, family, emotional, legal, financial, and chemical dependency problems. This service is offered 24 hours a day, 7 days a week.
