PSE's Load Serving Operations team is looking for qualified candidates to fill an open Power Dispatcher I position!
Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

Perform interchange scheduling and balancing area accounting functions during 7 x 24 hour real-time operations. Evaluate and process transmission service requests and energy transactions using the OATI Open Access Same Time Information System (OASIS) and the Electronic Tagging (E-Tag) systems. Adjust transmission line limits (TTC) in webTrans based on known transmission constraints. Manage associated energy scheduling and accounting database, and after-the-fact accounting processes. Research and resolve pre-schedule and real-time scheduling and accounting discrepancies. Maintain procedures and processes that are compliant with FERC, NERC, NAESB, and WECC Standards and Business Practices.


Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Evaluate and process transmission capacity requests using OATI Balancing Authority and Transmission Provider tools.
  • Evaluate and process requests for interchange (E-Tags).
  • Create, evaluate and adjust CAISO EIM transfer ETSR’s.
  • Review and track energy transfers between PSEI and other EIM BAA’s
  • Monitor available transmission capacity and curtailments on all PSEI commercial paths
  • Adjust transmission line limits (TTC) in OATI webTrans based on known transmission constraints
  • Assure data is accurately entered into the scheduling system.
  • Verify transactions for accuracy, completeness, and appropriateness.
  • Coordinate after-the-fact corrections and accounting updates with adjacent BA’s and WECC.
  • Research and resolves scheduling discrepancies with other balancing areas and entities.
  • Create and complete reports for industry groups, regulators and others entities.
  • Establish excellent business relationships with work groups both inside and outside of PSE.
  • Help to develop and maintain consistent and auditable documentation, processes and procedures.
  • Maintains procedures and processes that are compliant with FERC (Federal Energy Regulatory Commission) rules and NERC (North American Electric Reliability Corporation), NAESB (North American Energy Standards Board), and WECC (Western Electricity Coordinating Council) standards and business practices.
  • Maintain knowledge of industry developments and their application to PSE.
  • Pursue continuing education opportunities.
  • Actively participate in continuous organizational improvement.
  • Recognize and apply lessons learned to enhance future solutions.
  • Provide on-the-job training and leadership for Power Dispatcher I Interchange trainees.

Minimum Qualifications

  • Associate’s degree or up to 2 years of college or technical school; or equivalent combination of education and experience may be substituted.
  • 1 year prior related experience with working knowledge of electrical theory, power systems and/or the utility industry.
  • Ability to work rotating shifts.
  • Proficient with spreadsheets, databases and energy accounting applications, including the ability to understand and extract data.
  • Ability to learn control center operating systems including: EMS, SCADA, OASIS, EIM systems, MCG, iTOA
  • Can effectively communicate in verbal and written form any issues, needs and questions both to peers and supervision in order to successfully complete their assigned work, solve problems, and improve the way the Load Office does business.
  • Ability to work within a small group while creating and sustaining a positive and proactive environment.

Desired Qualifications

  • Bachelor’s degree in Engineering or disciplines utilizing mathematics, analytics, or power systems.
  • Knowledge of WECC, NERC and FERC standards.
  • NERC operator certification.
  • Previous experience in utility operations.
  • Interchange scheduling experience.
  • Knowledge of interconnected transmission systems.
