Environmental Health Coalition (EHC) is a San Diego/Tijuana non-profit social and environmental justice organization dedicated to empowering people, organizing communities and achieving justice for low-income communities of color. Environmental Health & Justice Campaign is EHC's sister 501(c)(4) organization.

POSITION OVERVIEW:
The POLICY DIRECTOR (PD) leads EHC's policy change efforts and supervises Policy Advocates and Campaign Directors and oversees advocacy at the local, regional and statewide level. Policy Director works with Organizing Director to strengthen and ensure community participation in campaigns.The following describes the responsibilities of the position:

PRIMARY RESPONSIBILITIES:
  • Lead the Policy Advocates Team, supervising campaign directors and policy advocates responsible for local, regional, and statewide advocacy and campaigns.
  • Establish and implement effective methods for policy advocacy skill building, support and mentoring.
  • Work with Finance Department to develop and manage campaign budgets.
  • Work with Campaign Teams to assure fulfillment of campaign goals and grant requirements.
  • Manage federal, regional and local lobbying reporting and ensure compliance.
  • Conduct issue research and effectively advocate and represent EHC positions to promote air quality, equitable land use, climate justice, public health, voting rights, and other related issues.
  • Understand local, regional, and state government systems and laws, and effectively monitor and advocate with those entities.
  • Develop written analyses, position papers, correspondence, and community friendly educational materials.
  • Work with community organizing efforts to ensure community leader involvement in campaign strategy development.
  • Conduct ballot measure analysis to create EHC positions and civic engagement campaigns.
  • Conduct effective networking and ally development activities with individuals, groups, organizations, and governmental entities in the San Diego region, and beyond.
  • Participate in local, regional and state social and environmental justice networks.
  • Serve as an EHC representative to media, in presentations, funders and to decision-makers.
  • Work with EHC Communications team to help shape and deliver EHC messages on various virtual platforms, including Instagram, Twitter and Facebook.
  • Identify and provide Seek professional development opportunities for policy staff.

REQUIRED QUALIFICATIONS AND SKILLS:
  • 5 years' experience in policy advocacy.
  • 5 years' experience in environmental health and justice and/or social/racial justice-related organizing;
  • 5 years' experience developing and implementing policy advocacy plans and tactics.
  • 2 years' supervisory experience.
  • Bachelor's Degree in planning, political science or related field.
  • Experience developing strategic campaign plans.
  • 2 years' experience working with government agencies and decision-makers.
  • Ability to explain complex policy and data information in simple terms.
  • Proficient with computer programs including Microsoft Office, Outlook, Excel, GIS, statistical software.
  • Demonstrated commitment to the principles of environmental justice.
  • Excellent oral and written communication skills.
  • Reliable transportation method.
  • Ability to work flexible hours.
  • Ability to handle multiple tasks, work under pressure, and maintain attention to detail.
  • Must demonstrate the ability to be culturally competent in all respects.

PREFERRED QUALIFICATIONS AND SKILLS:
  • Bilingual (English/Spanish).
  • 2 years' experience in policy research and analysis.
  • 2 years' experience working with government agencies and decision-makers in the San Diego region.
  • Advanced degree in law, political science, or other related fields.
  • Experience in community organizing or working with community organizing.

Salary Range: $86,000 - $96,000.

CONDITIONS OF EMPLOYMENT

Covid-19 Vaccination-Booster/Testing:
EHC requires all personnel to maintain up-to-date vaccinations and obtain any supplemental booster shots, if available and not medically contraindicated or have an approved exemption. We require personnel to certify that they have obtained the necessary immunizations and maintain a copy of that certification, which must be provided at our request. If an employee does not receive vaccinations/boosters and receives an exemption from this policy, they will be required to obtain regular and appropriate testing to certify non-infection.
