Primary Objective

To review plans and conduct inspections which insure that plumbing work is performed and completed consistent with code and approved plans and that this work protects the public health and safety.

Examples of Duties

  • Review permit applications, plans, specifications, and engineering calculations to ensure they meet plumbing and fire codes.
  • Determine value, calculate permit fees, and issue permits.
  • Inspect plumbing installations for consistency with codes and approved plans.
  • Conduct inspections for housing code compliance.
  • Prepare and conduct education programs on the code and city requirements.
  • Interpret and explain city ordinances and state codes to homeowners, architects, engineers, contractors, and developers.
  • Provide information responding to people's questions about codes and city procedures.
  • Communicate observed violations of other City codes to the appropriate person.
  • Maintain and expand knowledge and skills in the plumbing code and construction practices.
  • Investigate complaints to determine whether code violations exist.
  • Issue correction orders when violations persist.
  • Verify contractor licensing and conduct written tests to license contractors.
  • Review and recommend amendments to ordinances and codes.
  • Create and maintain logs and records.
  • Assist Division Manager in training employees.
  • Inform supervisor promptly of matters which are important to the City's interest or the public health, safety, and welfare.
  • Performs other duties as apparent or assigned.

  • Work is completed on schedule.
  • Approved plans consistently conform with applicable codes.
  • Installations inspected consistently conform to code.
  • Promptly identifies and corrects violations and complaints.
  • Reports and written communication are clear, brief, and accurate.
  • Oral communication is calm, clear, and presented with confidence.
  • Public communication is responsive, considerate and respects need for confidentiality.
  • Maintains effective work relationships with supervisors, coworkers, architects, engineers, contractors, and developers.
  • Keeps up to date and complies with administrative policies and procedures.

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS
  • High school graduation or GED equivalence.
  • Completion of trade school in plumbing.
  • Four years of plumbing trade experience including a journeyman's OR master’s license and at least one year as a journeyman or foreman.
  • Demonstrated mechanical aptitude and ability to understand plans.
  • Demonstrated knowledge of the Minnesota State Plumbing Code and inspection procedures.
  • Demonstrated effective oral and written communication skills.
  • Valid driver's license.

DESIRABLE QUALIFICATIONS
  • ICC/UPC certified plumbing inspector.
  • Two years municipal plumbing inspection experience.
  • ICC certified mechanical inspector.

SUPERVISION OF OTHERS
This position does not supervise others.

Anticipated Hiring Range: $39.32
$43.34 Hourly
2023 Full Salary Range: $39.32 – $47.36 Hourly
