Job Duties:
The City of Virginia Beach is recruiting for a Planner III to serve as lead Planner providing advanced project management through the development process for properties located within the Resort and Pembroke Strategic Growth Areas. Additionally, this position will be the project lead on Zoning Ordinance text amendments/plan implementation, and will provide professional support to the Zoning Administrator.
Primary duties associated with this position are as follows:
Property Analysis and Zoning Code Compliance: Review, evaluate, analyze, and develop reports regarding property development proposals and compliance with applicable codes and ordinances.
Written and Verbal Communication: Provide written and verbal information to internal and external groups; assist with the facilitation of public meetings; develop written reports, meeting summaries, and briefings related to planning and development. Negotiate with developers different options pertaining to form-based code and allowable development design.
Code Development: Assists the Zoning Administrator with the development of complex text amendments to the Zoning Ordinance, taking existing policy and creating zoning regulations to implement.
Application of Urban Design, Land Use Planning, Landscape Architecture principles, policies, and guidelines: Graphically conceptualize land development on a parcel, block and multiple-block scenario basis, in accordance with relevant regulations and policies, utilizing relevant computer software applications to provide feedback on development proposals.
Construction Document Review: Assist in the review of development-related applications, plans and proposals for compliance with City Code and policies relating to development in the Strategic Growth Areas.
May supervise Planner I/II positions.

Minimum Requirements:
MINIMUMS: Bachelors degree in Planning, Geography, Urban Studies, Architecture, Political Science or related field and six (6) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Planner or Landscape Architect OR an equivalent combination of education (above high school level) and years of experience utilizing the knowledge, skills, and abilities associated with this position. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
Licensure and/or certifications such as AICP, LEED, PLA (Professional Landscape Architect), AIA (American Institute of Architects)
Undergraduate or Master's Degree in related fields
Experience in ArcGIS, AutoCAD, Sketchup, Adobe Creative Suite, and Microsoft Office
Experience with zoning, land development, construction document review, land use planning, form-based code, and urban design principles.
