****THIS POSITION IS CONTINGENT UPON AWARDING OF A GOVERNMENT CONTRACT*****

Personnel Security Specialist I supports the Office of Security Services, Personnel Security Operations Branch. Personnel Security Specialists I will provide administrative and technical support for a staff engaged in personnel security operations and assuring the implementation and compliance with security programs, policies, and requirements. The following duties and responsibilities are intended to provide maximum flexibility and support and include, but are not limited to the following:


Duties & Responsibilities:


  • Personnel Security Specialists shall validate needs for investigation by conducting a check of Office of Personnel Management (OPM) Central Verification System (CVS).
  • Establish, review, and monitor background investigation accounts, and information in the OPM Electronic Questionnaires for Investigation Processing (e-QIP) system.
  • Identify where reciprocity may be accepted in processing based on PERSEC community and SEC policies.
  • The Personnel Security Specialists shall create security and/or suitability files for applicants or contractors; organize records; maintain files; and collate documents in support of the SEC background investigation process.
  • Initiate background investigations at the correct tier based on the risk/sensitivity level of the position in the OPM Electronic Questionnaires for Investigations Processing (e-QIP) system.
  • Personnel Security Specialists shall utilize the General Services Administration USAccess system to sponsor individuals for HSPD-12 PIV credentials to grant logical and physical access to SEC facilities and allow enrollment of fingerprints for criminal history records checks.
  • Contact other personnel security operations and document the reason for a "please call" designation in CVS.
  • Personnel Security Specialists shall conduct status checks on background investigations utilizing the automated OPM Personnel Investigations Processing System (PIPS).
  • Review the entire case file and make suitability/fitness recommendations based on the criteria found and methodology prescribed in the OPM Suitability Processing Handbook.
  • Personnel Security Specialists shall conduct pre-employment inquiries as necessary to resolve issues.
  • Utilize case management systems to document adjudicative recommendations as appropriate.
  • Complete adjudicative recommendations within established time frames.
  • Personnel Security Specialists shall document adjudicative recommendations in a clear and concise manner for second-level review.
  • Draft correspondence in the form of Letters of Interrogatory, Adjudicative Worksheets, and Notices of Proposed Action for second-level review.
  • Review the recommendations of lower-level specialists to ensure recommendations are being made in compliance with guidance in the OPM Suitability Processing Handbook.
  • Personnel Security Specialists shall assist in developing and implementing policies and procedures.
  • Assist in training staff.
  • Conduct inventory and quality checks on pending Report of Investigation (ROI) drawers.
  • Monitor personnel security mailbox, work log, and workflow as necessary
  • Personnel Security Specialists shall report results of adjudication via OPM 79A and/or CVS to OPM as required.
  • Review all required documentation to ensure they are complete and accurate and that the information in all documents and case papers, hard copy or electronic, meets OPM standards for case scheduling.
  • Report and document results of inquiries.
  • Personnel Security Specialists shall conduct telephone and written inquiries
  • Conduct Subject contact and obtain written statements when required
  • Conduct post-investigation follow-up necessary for issue resolution and adjudication.
  • Personnel Security Specialists shall assist with building emergencies and OEP drills, as needed.
  • Must have knowledge of GSA personal information verification card processing, USAccess
  • Personnel Security Specialists must have applied knowledge of Trusted Workforce 1.5 and 2.0, and applied knowledge of DCSA and NBIS.


Knowledge, Skills and Abilities (KSAs):

  • Demonstrated experience and familiarity making a suitability/fitness recommendation based on the criteria found and methodology prescribed in the Office of Personnel Management Suitability Processing Handbook.
  • Proficiency with MS Office Suite applications including Word, Excel, Outlook, and PowerPoint.
  • Demonstrated ability to effectively communicate both orally and in writing to elicit detailed information from a variety of sources necessary to evaluate an individual's conduct and character.
  • Practical knowledge of commonly applied personnel security and suitability principles, concepts, and methodologies in carrying out a variety of support assignments.
  • Must have applied knowledge of Trusted Workforce 1.5 and 2.0,
  • Applied knowledge of DCSA and NBIS is preffered, but not required.
  • Ability and willingness to learn the basic functions and operations of all systems associated with personnel security and suitability case processing.


Minimum/General Experience:

  • Must possess an active DOD Top Secret Clearance, must possess a favorably adjudicated background investigation completed within the last five years at the BI, Tier 4 level or SSBI, Tier 5 level; and be able to maintain the favorable result throughout employment on the contract.
  • 3 years of experience in suitability and fitness case work
  • 2 years of experience in adjudication rendering suitability and fitness recommendations
  • 1 year of case processing experience as outlined in the Personnel Security Assistant category
  • Successfully completed formal training in suitability adjudications towards adjudicator certification in compliance with National Training Standards established by Office of Personnel Management.
