Performance and Transformation Director
This position is a key member of the Iowa Department of Health and Human Services’ (HHS’) Division of Strategic Operations. With a nearly $8 billion budget, HHS serves all Iowans through public health work, and directly provides services to nearly a third of all Iowans. The Iowa Department of Public Health (IDPH) and the Iowa Department of Human Services (DHS) recently became one department, Iowa HHS.

This position serves as the HHS Director of Performance and Transformation. There are significant changes being undertaken across the Health and Human Services system, many of which cross over program areas. The Transformation Bureau leads and oversees key agency projects and Director-led initiatives. The Performance Bureau is responsible for the development of our strategic planning and overall monitoring and measurement of agency performance.

Duties Include:
Providing Strategic Vision
At the direction of the Chief of Strategic Operations, provides broad operational, budget, and policy development support for the Performance and Transformation Bureaus. In this capacity, the position serves on the executive management team for Strategic Operations, interacting with the HHS Director and other HHS Division Directors in establishing policy and budget direction for Performance and Transformation.

As we are restructuring the HHS system, this transformation will go beyond alignment, changing not only the system’s organization, but also the way it delivers services. The Performance and Transformation bureaus will develop and deploy initiatives to ensure a best in class HHS system in Iowa, responding to emerging needs and equipping our team with the tools and direction to help deliver on our mission and vision. These bureaus work to ensure program optimization and best practices across Iowa HHS. This role coordinates critical programmatic and operational changes and oversees system improvement projects across all divisions.

Supervise and Direct the Performance Bureau and Transformation Bureau
Supervises Performance and Transformation bureau chiefs, providing functional day to day oversight of their work. Has authority in the absence of the Chief of Strategic Operations to exercise their authority to settle grievances, take all personnel actions, establish work schedules, and assignments; and administer state and HHS personnel policies and procedures.

This position leads Performance and Transformations' efforts in department-wide initiatives, data integration and program evaluation. Leads in identifying and tracking key program metrics that ensure programs, services and supports administered by HHS are operating efficiently and effectively. These teams track and support projects and initiatives that have interdependencies between divisions.

The role of the Transformation Bureau focuses on system improvement and innovation. Working with the cross-division coordination and staff within each of the other divisions, the
Transformation Bureau will coordinate critical programmatic and organizational changes and oversee system improvement projects across all divisions.

This Performance Bureau will be responsible for program evaluation, performance measurement, strategic planning, research, analytic support, and other critical functions on order to support day-to-day operations.

While these functions are managed as separate bureaus, coordination between the two is imperative. Each office drives the work of the other. Transformation is responsible for developing innovations, while Performance will oversee the implementation of those innovations and track their progress. What the Performance Bureau learns will then drive new innovations from Transformation.

This is a non-merit position with the Iowa
Department of Human Services - Community Service Areas. Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
