Payroll Coordinator (Promotional)

This is a promotional opportunity only available to current City of Ontario employees.
The City of Ontario’s Budget and Payroll Services Department has an exciting promotional opportunity for a team-oriented individual. The Payroll Coordinator will perform and coordinate a variety of specialized and responsible work in the administration, processing and distribution of the City's payroll. Key responsibilities will include providing lead support over assigned payroll staff, preparing compensation data for reporting to the California Public Employees’ Retirement System (CalPERS) and the California State Controller’s Office as well as assisting with the processing of bi-weekly payroll.

The Financial Services Agency

The Financial Services Agency provides support services to the citizens and businesses of Ontario, as well as to City Departments, with financial, budget development, procurement, accounting, payroll, grant and debt administration, and revenue and treasury services. The Agency’s objective is to direct the financial affairs of the City of Ontario, under the direction provided by the Mayor and City Council through their goals and objectives, in a timely, accurate, cost effective and efficient manner.

Examples of Essential Functions

The essential functions typically performed by the Payroll Coordinator include the following:


  • Coordinates and leads the daily operations of the City’s payroll system and provides lead direction and training to assigned payroll staff.
  • Processes bi-weekly payroll utilizing the City’s Enterprise Resource Planning (ERP) system and Time Keeping system; ensures that all payroll and benefits duties are processed accurately and in a timely manner in compliance with Federal, State Wage and Hour laws, tax regulations, City policies and Memorandums of Understanding (MOU) guidelines; recommends system and procedure changes as necessary to improve efficiency of payroll processes.
  • Administers a variety of payroll transactions, including and not limited to time-card corrections, payroll tables, salary rates, additional pay, retroactive pays, leave payments, leave accruals, tax withholdings, workers’ compensation, garnishments and other deductions; issues checks and direct deposit advices; transfers funds electronically for payroll, taxes, California Public Employee Retirement System (CalPERS) and deferred compensation.
  • Reconciles, reviews and prepares bi-weekly compensation data for CalPERS reporting and prepares required annual payroll information reports for government agencies.
  • Responds, researches and resolves complex queries from CalPERS, employees and other entities related to compensation and retirement data, and various labor groups related to salary and fringe benefits calculation and costing for labor negotiations.
  • Prepares and files annual and quarterly Federal and State employer tax returns and prepares and distributes employee W-2 forms.
  • Assists in the determination of new employee retirement benefit status, budget costing allocations and other personnel changes including promotions, transfers and reclassifications.
  • Provides timely payroll entries for General Ledger processing; assists with maintaining position control data, salary and benefit projections, and personnel costing for labor negotiations.
  • Identifies service enhancements or process improvements; handles testing and implementing changes; ensures data integrity is maintained with proper internal control procedures in place; analyzes complex payroll problems and makes appropriate recommendations.
  • Assists in conducting or participating in all payroll internal audits performed by the City Internal Audit Department, Human Resources and/or external payroll related audits for CalPERS, IRS Taxes, FLSA compliance, etc.
  • Researches and provides analysis and recommendations related to current and proposed legislation and taxation rules and other programs.
  • Performs other related duties as assigned.

Qualification Guidelines

Education

Bachelor's degree or equivalent in Accounting, Finance, Business Administration, or a closely related field. Additional years of applicable experience may be substituted for education on a year-for-year basis.

Experience

Three years of professional experience processing payroll in an accounting or finance environment.

Desirable

Previous experience providing payroll support in a public sector environment.

Special Requirements

To work extended hours, holidays and weekends as needed to ensure timely and accurate payroll and reporting requirements.
