The Office of Financial Management is seeking two dynamic, customer service-oriented Payroll Accountants. The selected candidates will perform professional level work of moderate difficulty requiring the application of accounting theory and principles. Characteristic duties: develop methods of recording fiscal transactions, allocate funds, update and maintain accounting systems, independently prepare financial statements/reports/cost analyses, and develop and present budgets and other financial information for review. Other major duties: all functions of compensation accounting that includes assuring timely processing of payrolls, distribution of checks, preparing federal/state tax reporting, fringe benefits and premium conversion. May supervise or lead fiscal paraprofessionals and/or other support personnel. This position is responsible for the accurate and timely processing of payments to employees; the appropriate collection of employee and employer benefits; and pay deductions to include: direct deposit, garnishments, child support and tax levies. This position is also responsible for the accurate Commonwealth’s payroll system entry of all programmatic coding (fund, program, account, project, task, and cost center) for all employees. In addition, payroll is responsible for the collection and reporting of employee and employer taxes.

Minimum Qualifications
The selected candidate will have the following minimum qualifications:
  • Knowledge of payroll and benefits transactions using various systems ensuring policy and procedures and payroll processing deadlines are met.
  • Ability to learn multiple web based systems and provide guidance to work units on complex payroll issues.
  • Ability to audit internal/external work, ensuring accuracy and providing feedback/resolution to identified issues.
  • Knowledge of payroll systems and the ability to respond to basic/routine payroll questions.

Preferred Qualifications
The following qualifications are highly preferred:
  • Knowledge of the Commonwealth’s payroll systems.
  • Knowledge of Department of Accounts (DOA) policies and procedures.
  • Knowledge of various benefits and leave programs such as VA Sickness Disability Program, deferred compensation and leave share.

Special Requirements
Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify. Other financial, credit, driving, or other background checks prior to employment may be required for certain positions. Completion of Statement of Economic Interests will be required upon employment.
