The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more. POSITION SUMMARY

The Payroll Associate uses payroll concepts to apply systemwide policies and procedures to resolve a variety of payroll issues such as reconciliation, payroll taxation, penalties and deposit requirements. The Payroll Associate works on payroll problems of moderate scope where analysis of situations or data requires a review of a variety of factors. This position will also be responsible for providing expertise and support to ensure the flawless execution and administration of payroll. Ultimately, the incumbent of this role performs a variety of accounting functions related to the preparation, processing, maintenance, verification, and reconciliation of payroll records and payment of funds. The Payroll Associate is also responsible for addressing escalated payroll inquires and issues and providing support and guidance to Payroll Assistants.

PAYROLL ADMINISTRATION

Performs a variety of complex accounting duties including the preparation, processing, and maintenance of payroll, salary, and benefit calculations, i.e. garnishment processing, additional earnings processing, deduction processing, on and off-cycle payroll processing, on-line check processing, retroactive payroll processing, check reversal/adjustment processing, payroll reconciliation, and tax filing and accounting).

Collects, analyzes, updates and reconciles payroll data on a regular basis.

In subsequent phases, may review timesheets and then calculate and record salary adjustments as necessary.

Researches and analyzes payroll discrepancies and exceptions then processes appropriate corrections and/or adjustments.

Researches, calculates and prepares payments for various vendors. Reviews, analyzes and updates salary spend projections for accuracy.

CLIENT SUPPORT

Assists location HR and UCOP staff in interpreting, and applying payroll and benefit laws, rules, regulations, policies and procedures.

Assists extended HR staff in compiling data and interpreting legal reporting requirements.

Answers inquiries from internal and external clients, resolves problems and recommends solutions.

Provides data for auditors, and local, state, or federal agencies.

Responds to salary verification requests. Researches payroll and benefit record keeping issues like sick leave and vacation balances; performs appropriate action as needed.

RECORDS & REPORTS MAINTENANCE

Maintains accurate records and monitors salary and benefit related data of the employee population.

Monitors record keeping procedures for data accuracy.

Maintains mandated documents as required by federal and state legislation including salary schedules.

Partners with the reporting team to create a variety of complex payroll related reports as mandated by county office, state, and federal regulations.

Plans and monitors work timelines.


Required Qualifications
  • A minimum of two (2) years of directly related experience or equivalent combination of education and experience.
  • Has knowledge, skills and abilities needed to analyze and determine how the payroll plans are developed and administered in the most efficient manner.
  • Has knowledge of systems and technology that support payroll plans. Understands how changes to these will affect outcomes, operations and fiscal objectives.
  • Ability to identify complex problems and related information to develop and evaluate options and implement solutions.
  • Basic experience in project management, planning, execution, monitoring, and controlling.
  • Ability to provide high quality work utilizing highly developed and effective communication (written and verbal), time management, and collaboration skills. Strong team player.
  • Ability to promote and implement changes to current practices and processes. Strong influencing, conflict management and negotiation skills.
  • Intermediate skills with Microsoft Office Suite (particularly Excel and PowerPoint).
  • Strong attention to detail and thoroughness in work product. Ability to prioritize, streamline and accomplish assigned projects.
  • Highly self-motivated and directed.
  • Strong analytical, problem solving, critical thinking, and organizational skills.
  • Ability to handle ambiguity in a fast-paced environment with multiple concurrent tasks and changing priorities. Ability to maintain flexibility and quickly address changing priorities.
  • Ability to accomplish assigned projects without compromising the integrity of the UCPath Center and/or University of California policies and procedures. Ability to provide excellent service with integrity.
  • Ability to appropriately handle confidential matters and material. Ability to think strategically and focus on the accomplishment of the UCPath Center mission and priorities.

Preferred Qualifications
  • Experience with shared service center practices and technologies. Fundamental Payroll Certification (FPC). Experience and proficiency in the PeopleSoft Payroll module.

Education
  • Bachelor's degree in human resources, finance, business or related field and/or equivalent experience/training..

SALARY AND BENEFITS

Salary: The recommended salary range is $61,000 - $71,000. Commensurate with experience.

Payroll Title: Payroll Anl 2 Salary Grade: 19
