The Department of Corrections is seeking a highly motivated and qualified individual for the position of Fiscal Analyst 2 – Payroll. This is a permanent position located at the Washington State Penitentiary in Walla Walla, Washington.

The Washington State Penitentiary (WSP) is comprised of 4 Close Custody Units, 3 Special Housing Units, 2 Intensive Management Units, 2 Medium Units, 3 Minimum Housing Units and a Hospital. In all, WSP houses approximately 2,500 offenders and employs approximately 1,100 staff.

Duties

Duties may include but are not limited to:

Payroll and Benefits Responsibilities
  • Complete the duties listed on the bi-monthly Payroll Checklist (custody) and the standardized processes provided by HQ payroll for the required areas of responsibility.
  • Maintain and monitor payroll systems using ATLAS and/or HRMS reports, ensure proper allocations for time worked.
  • Reconcile payroll reports.
  • Calculate overtime and premium pay for employees and enter into ATLAS and HRMS and resolve inconsistencies.
  • Evaluate leave requests and reconcile with leave balances.
  • Analyze leave reports to ensure the correct leave type is appropriately applied and correct or adjust balances as needed.
  • Analyze holiday premiums, resolve discrepancies, and correct system entries.
  • Interpret and apply rules associated with leave usage to leave slips received and ATLAS leave entries.
  • Maintain a thorough, accurate and detailed understanding of the applicable Collective Bargaining Agreements, WAC rules and Agency Policy as they relate to compensation, leave reporting, and scheduling.
  • Ensure all FA1 Timekeepers are following payroll deadlines provided by Head Quarters payroll team.
  • Audit and validate overtime and leave charged, correcting any rounding errors.
  • Analyze and interpret daily Atlas Leave by Employee Report, Overtime Report, and Time Entry Report.
  • Interpret and apply Health Care Authority eligibility rules associated with employee benefits.

Payroll Trainer and Lead
  • Lead FA1 Timekeeper positions.
  • Serve as subject matter expert in processing actions, including nurse’s payroll.
  • Ensure daily, semimonthly, and monthly workload by all Timekeepers are timely and procedures are uniform.
  • Train FA1 Timekeepers in all aspects of timekeeping duties.
  • Ensure new procedures are explained thoroughly and approached in a similar manner by each LPL.
  • Initiate investigation of timekeeping concerns.
  • Ensure all FA1 Timekeepers are following cutoff deadlines set by Head Quarters Payroll.


Business Office Support

  • Other business office tasks as assigned by LBM or FA4.

Qualifications

Required Qualifications:
  • High School Diploma or GED


  • Accounting 201 and Accounting 202 from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent

  • One year of relevant professional experience. Relevant experience is defined as Fiscal Analyst 1 or above level work.

  • Provided that a candidate possesses a degree focused on accounting or business management/administration: an AA degree can be equivalent to 1 year required work experience, and BA degree or above can be equivalent to 2 years of required work experience. Equivalencies to be reviewed by Comptroller/designee, degrees outside of focused areas will NOT count towards experience requirements.


Preferred Qualifications

  • A business focused Bachelor’s degree from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent, with minimum 20 accounting credits to include Accounting 201, 202, 203 and Governmental Accounting.
  • Three years of work experience as an FA1 LPL for the Department of Corrections.
  • Three years of work experience using HRMS
  • Three years of work experience using Atlas


Special Requirements/Conditions of Employment

  • Completion of Governmental Accounting from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within the six months from date of hire.

Telework Details
This position may be eligible to telework after initial in-office training is complete. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
