ABOUT CHILDREN SERVICES OF ROXBURY:
Founded in 1972 Children’s Services of Roxbury’s (CSR) mission is to provide high quality services to economically disadvantaged children, youth, families, and individuals thereby promoting and strengthening family life and individual growth. CSR serves approximately 6,000 families across Massachusetts, serving families through four key services areas; Early Education and Care, Behavioral Health Services, Youth and Family Services and Housing and Stabilization. There are 22 programs operating under those four services areas. CSR operates across in 4 cities, has a staff of 400 employees, and an operating budget of $28M.

OVERVIEW:
Children’s Services of Roxbury’s Family-Based Childcare System is delivered by individual providers in their homes. CSR recruits, trains and provides supportive services to our Family-based providers. Our Family-Based Childcare System in Worcester is comprised of educators and serves approximately 200 children daily in the greater Worcester area. Our Worcester providers operate safe, high quality, professional environments. Many of our providers have been affiliated with CSR for many years and represent culturally-diverse networks within the City of Worcester.

SUMMARY: Under the supervision of the Program Director and Utilization Contract Manager, this worker is responsible for the enrollment of client’s referrals through Worcester Childcare Resources agency.


ESSENTIAL DUTIES & RESPONSIBILITIES: The Program Director may designate various other activities. Responsibilities

In partnership with the Program Director, Utilization Contract Manager and Childcare Program Staff;

  • Maintain full enrolment of 50-80 voucher clients
  • Enroll, intake and reassess CCR’S vouchers referred children
  • Prepare and maintain administrative and business reports
  • Record all fees payments and prepare clients invoices
  • Prepared late payments notice and follow- up actions when necessary
  • Review utilization and compliance of service; analyze problems in this area and make recommendations to resolve them or take corrective action
  • Report child abuse or neglect and take authorized/ mandated protective action when necessary
  • Maintain children enrolment records and prepare reports as required and mandated by governing agencies and CSR
  • serve as a liaison between CSR the funding and referral agencies such as; DCF, DEEC, and CCR'S
  • Maintain operation by following policies and procedures, participating in quality reviews, reporting needed changes.
  • Assist with program Transportation service
  • Explain the program to walk -in visitors
  • Assist with Educators recruitment
  • Attend meetings and program training hours as required


Secondary Responsibilities

  • Ensure that the mission and goals of the agency are upheld and carried out
  • Ensure that all contract guidelines are monitored for compliance, including goals and objectives, fiscal compliance program reports, program growth and development
  • Oversee to program quality assurance policies and procedures
  • Participate teamwork activities within the program
  • perform other related duties as assigned.
  • Assist Childcare Utilization Contract Manager with Income Eligible Program
  • Provide coverage for the Voucher and Income Eligible program when Utilization Contract Manager.

  • Bachelor’s in Early Childhood Education or Bachelors in Business Administration
  • Verbal and written communications skills
  • Fluent in English and Spanish
  • Experience in Early Childcare Education
  • Experience in CCFA
  • Knowledge of EEC Policies and Regulations
  • Valid Mass drivers license, clean driving record, and access to an insured vehicle
  • Able to pass a background check which includes; CORI, DCF, SORI, Finger printing, and Drug Testing.
