This is a temporary position for an employee on leave; The maximum duration of the assignment is eight months.

The Pappas Rehabilitation Hospital for Children (PRHC), operated by the Massachusetts Department of Public Health (DPH) is seeking a dynamic individual to provide temporary technical and administrative support to hiring managers throughout the hospital. The selected candidate will coordinate personnel transactions for PRHC.

The Personnel Liaison will coordinate, prepare, and submit all hiring materials and ensure HR requirements are met in a timely fashion. These materials include but are not limited to job postings, recruitments, employee reference checks, and verification of education. The incumbent will provide regular communication to senior staff and hiring managers.

This is an exciting opportunity for a candidate to support the Executive Office Manager and the Executive Leadership team within a public health hospital setting through assistance with the tracking and forward movement of positions for hire.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Interacts with Human Resources to complete the hiring process as directed.
  • Assembles all materials for submission to DPH HR Liaison, Diversity and EHS HR for hires, transfers and promotions.
  • Tracks position numbers, vacancies and position status in MassCareers.
  • Runs reports to track hiring status; Follows up with managers when delays are noted in the hiring process.
  • Assists hiring managers with onboarding and offboarding new hires with IT related equipment and access.
  • Creates hiring requisitions in MassCareers.
  • Monitors MassCareers for needed contributions and follows up on actions required.
  • Coordinates with hospital and hiring manager to complete all job descriptions and vacancy announcements used to post to the Commonwealth Employment Opportunity website via MassCareers.
  • Works with EOHHS HR Classifications to have new positions approved for bargaining unit staff.
  • Works with DPH HR to have new management positions approved.
  • Serves the primary point of contact with EOHHS HR office staff.
  • Drafts status reports for all position updates to hiring managers as directed.
  • Assists administrative team and provides back-up support for day-to-day activities.
  • Understands and utilizes hospital organizational charts.
  • Monitors and maintains position and personnel related tracking documents as assigned by the Executive Office Manager.
  • Attends assigned meetings such as vacancy meetings and HR hiring update meetings, documenting
  • Supports job fairs
  • Performs other related duties as assigned.



Required Qualifications:

  • Strong computer, administrative and software utilization skills.
  • Capacity to exercise discretion in handling confidential information.
  • Excellent oral and written communication skills.
  • Talent for interacting effectively with different business departments, and team leaders.
  • Ability to work independently and collaboratively with diverse groups.

Preferred Qualifications:

  • Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint and Teams; Experience with an Applicant Tracking System such as Oracle a plus.
  • Prior experience in a healthcare facility desirable.
  • Ability to exercise good judgment, discretion and decision making to achieve objectives.
  • Collaborative, flexible individual with excellent follow-through preferred.
  • Aptitude for working in a fast paced, evolving environment.


Agency Mission:

Pappas Rehabilitation Hospital for Children (PRHC) located in Canton, MA is a Joint Commission Accredited 60 bed pediatric hospital predominately serving children and young adults (ages 8–22) operated by the Massachusetts Department of Public Health. The mission of PRHC is to provide medical, rehabilitative, educational, recreational, habilitative, transitional, and complementary alternative medical services to children and young adults with multiple disabilities, assisting them to achieve their optimal level of independence in all aspects of life. PRHC offers coordinated medical care and therapies in a hospital-based environment, as well as, K-12 schooling, located on the grounds. Educational Services are provided by the Department of Elementary and Secondary Education. In addition, PRHC offers a wide variety of recreational opportunities such as swimming, horseback riding, adaptive sports, and many opportunities for socialization for disabled children and young adults.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.*

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
